This is one of the main reasons that illegal mining (mainly sand, land) still occurs sneaky in many localities in the province affecting people's lives, the environment and losing the state budget.

 

Illegal mineral exploitation still occurs

 

According to statistics of the Provincial People's Committee, in 2020 and the first months of 2021, in the province, the functional forces detected nearly 500 cases with more than 500 organizations and individuals violating in the field of environment. In particular, the number of violations of natural resources and mineral exploitation accounts for more than 60%. In particular, the situation of illegal sand mining in the localities along the Dong Nai River such as Bien Hoa City, districts: Nhon Trach, Long Thanh, Vinh Cuu...

 

The Provincial Police Department for Prevention of Environmental Crimes (PC05) said that since the beginning of 2021, police forces have arrested many illegal sand mining cases. In particular, there are a number of arrests of illegal sand mining groups in large quantities, using "massive" illegal means of sand mining and transportation. The objects took advantage of the deserted area, far away from residential areas and operated late at night to stop the functional forces.

 

As recently as the end of January 2021, through understanding the situation, Nhon Trach District Police coordinates with the Police of Long Tan commune caught 4 boats illegally exploiting sand on Dong Nai river (section of Ca Doi canal area, Binh Phu hamlet, Long Tan commune). When detected by the police, the subjects on 2 illegally pumped sand boats pumped to drown the boats and escaped while 2 boats were detained by police forces with the amount of sand more than 16m3.

 

Earlier, in the early morning of November 13, 2020, the PC05 Provincial Police detected 7 "huge" wooden shell boats equipped with sand suction pumps and one iron boat and more than 10 objects illegally pumping sand in Dong Nai River, a section of Long Binh Tan Ward (Bien Hoa City). Upon seeing the police force, the objects immediately drove the boat to flee, the police shot natural only to capture them but the objects managed to jump to the shore to escape; submerged 3 boats into the river at the same time.

 

In early July 2020, PC05 Provincial Police also arrested a large scale of illegal sand mining on Dong Nai River (section of Ba Cheo canal area, Tam An commune, Long Thanh district). There, the police detained 9 vehicles and all equipment and machinery related to illegal sand mining on these vehicles.

 

In Bien Hoa City, in 2020 and nearly the first 3 months of 2021, the police detected and handled 9 cases and 10 illegal sand miners in Dong Nai River through the wards: Buu Long, Hiep Hoa, Quyet Thang, Tan Van and Long Hung commune, punished more than VND 18 million. In addition, the police force also detected and handled 28 cases, 28 objects trading, transporting sand without origin, administratively punished more than VND 75 million and confiscated nearly 600m3 of sand.

 

Besides illegal sand mining cases, recently in the area such as: Xuan Loc, Cam My, Long Thanh ..., police forces have arrested and handled many illegal land exploitation cases.

 

Typically, the arrest of groups of illegal soil miners in Doi Mon area (hamlet 1, Xuan Tam commune, Xuan Loc district) in mid-May 2020. Accordingly, in the late evening of May 12, 2020, dozens of PC05 Provincial Policemen  detectived in coordination with the Police of Xuan Loc District suddenly raided the Doi Mon area, catched many people organizing illegal soil exploitation at that area. Through verification, the police determined, the objects sneaked soil in Doi Mon to supply raw material for brick factory in the area. On average (from 19-23 hours), the objects transported more than 70 trucks of soil (type 10m3/truck) to provide for brick factory at Xuan Hung commune (Xuan Loc district).

 

According to Xuan Loc Police, there are dozens of active brick factories in the district, so a large amount of clay is needed to make raw material. In the past few years, the police force detected, handled nearly a dozen cases, sanctioned billions dong. However, due to the large demand for soil extraction, many objects still defy the operation stealthily.

 

Must tighten from the bases

 

According to the provincial People's Committee, some violations against land mining units are mainly due to taking advantage of the application for renovation of premises to transport land for consumption for profit; illegal exploitation or expired licenses but continued to exploit; exploited incorrectly according to the approved design... For sand mining, objects often take advantage of the dredging of the flow to get profit, operate at the wrong places, even dropping "tubes" into canals to pump sand ...

 

Mr. Cao tien Dung - Chairman of Provincial People's Committee said that in order to happen the above situation was partly due to the coordination and combination of police forces with agencies, departments, unions, local governments was not effective, still formalistic. While a part of the people neglected, feared retaliation, was implicated when participating in the struggle, prevention, prevention and denunciation of crimes.

 

In the coming time, the Chairman of the Provincial People's Committee proposes that agencies, departments, branches and local governments must organize propagation, dissemination and education of law for the people's classes, especially at key areas, deep and remote areas to raise legal awareness, vigilance and actively participate in denunciation, prevention of all kinds of crimes, including violations of environmental laws.

 

In the complex situation in the field of environment, the provincial police will continue to direct professional units and local police to apply appropriate solutions to fight, prevent and strictly handle acts of illegal mining in the area, especially sand mining, illegal gravel on river routes.

 

Currently, localities with rivers and streams flowing through such as: Bien Hoa city and districts: Nhon Trach, Long Thanh, Vinh Cuu, Tan Phu are also promoting solutions to prevent illegal sand mining in the river.

 

Major Nguyen Van Hung, head of the  investigation Police Team in economic and drug crimes of Nhon Trach District police said that in the face of the complicated development of illegal sand mining on Dong Nai river and some tributaries across the district area, the unit had arranged a reconnaissance force together with local police to proactively review and understand the situation to promptly handle the deliberate violations. However, in order to thoroughly handle this situation, in addition to the police force, local authorities need to pay attention and arrange forces to coordinate with the police to promptly detect and handle. At the same time, the work of propagating and mobilizing people to comply with legal policies and policies also needs to be promoted.

Meanwhile, in some localities where illegal land exploitation has occurred such as Xuan Loc, Trang Bom, Cam My ..., the police force has actively cooperated with the local authorities to fight and prevent.

 

Colonel Nguyen Van Tho, Chief of Police of Cam My District said, implementing the direction of the Provincial Public Security Director Board, recently, the district police had directed professional teams and local police to increase the inspection, dealing with law violations in all fields. For crimes on environmental violations, police forces intensified inspection, focused on detecting and handling acts of illegal mining, sectors, unions and people.
