There are only 2 enterprises that have established the Science and Technology Development Fund in the entire province

​(News Portal – Dong Nai) – The Science and Technology Development Fund of enterprises aims to create a foundation for businesses to promote research, technology development and innovation, improve competitiveness. At the same time, it also demonstrates the State's policy of mobilizing social resources to invest in science and technology, especially technological innovation of enterprises. 

However, currently, the whole province has only had two enterprises establish a Science and Technology Development Fund with a total capital of 9.4 billion VND. These are two joint stock companies with state capital including: Dong Nai Rubber Corporation and Sonadezi Corporation.

Sonadezi Corporation is one of two enterprises in the province that has established a Science and Technology Development Fund. ​

According to Dr. Lai The Thong, Director of the Department of Science and Technology, there are many reasons leading to the above situation. That is, the mechanisms and policies to support businesses' innovation are not consistent and do not encourage businesses to innovate; the lack of mechanisms and policies to support the transfer and application of results and products from science and technology tasks is also an issue. 

On the other hand, intermediary organizations developing science and technology markets in the province are few and inexperienced. The regulations for enjoying incentives for science and technology enterprises and innovation enterprises have not yet specified the approach. Administrative procedures to access support policies are still complicated, time-consuming and costly, making it difficult for businesses to implement support policies.

In order for businesses to be interested in establishing a Science and Technology Development Fund and participating in innovation, Dong Nai province recommends that units under the Ministry of Science and Technology need to have specific guiding documents in implementing science and technology development policies and support innovation; promote support for institutes, schools, investors, and businesses to establish and develop technology incubators, business incubators, and common working spaces for innovative startups.

In addition, it is necessary to continue investing in physical infrastructure and equipment for science and technology organizations; improve the capacity of the science, technology and innovation information system, complete the science, technology and innovation database on the basis of building and operating a digital platform connecting ministries, industries, localities, and research institutes. ​

In particular, it is necessary to implement legal regulations on tax, finance, and credit to effectively deploy incentive mechanisms for businesses to invest in science-technology research and innovation.
