(News Portal – Dong Nai) – Long Thanh High-tech Industrial Park is implementing infrastructure construction and welcoming a number of secondary investors to build factories. However, there are still many issues exist. Besides site clearance, electricity and water supply, the traffic connection is still incomplete.
Recently, the investor of this industrial park's infrastructure proposed the province to invest in connecting traffic routes, and at the same time voluntarily spent funds to build and complete the connection point from the industrial park to Road 319.
Some issues in the industrial park need support from the locality, including traffic connection
Traffic connection issues
According to Amata City Long Thanh Joint Stock Company (investor of Long Thanh High-tech Industrial Park project), currently, the project has been allocated 120 hectares of land by the Provincial People's Committee. The company has also invested in building the project's infrastructure system and it is expected that the phase 1 infrastructure system (covering a land area of 120 hectares) will be completed in the first quarter of 2024.
Besides efforts in building infrastructure, this industrial park is still facing a number of challenges and obstacles such as preparing power source plans and soon completing the 22kV backup line to ensure power supply for investors. The locality needs to have solutions to speed up the progress of site clearance compensation, land allocation, land lease for the remaining area, consider arranging resettlement land banks in neighboring resettlement projects...
Along with land and power source, another problem that needs to be resolved quickly is traffic connection. Specifically, the planned main traffic route (Road N7) connecting Long Thanh High-Tech Industrial Park with National Highway 51 is currently only being implemented by Long Thanh district in the investment preparation stage. Meanwhile, the BOT Road 319 project has been invested in construction and connected to the HCM-Long Thanh-Dau Giay expressway but mainly only serves traffic connection for Nhon Trach district, not yet connected to the intersection with the internal road of Amata High-tech Industrial Park.
Therefore, Amata City Long Thanh Joint Stock Company proposed to invest in upgrading the road connecting from the intersection of Road 319 with Long Thanh High-Tech Industrial Park to enhance traffic connection. All investment costs (upgrading the road and building a temporary control station to the toll collection system of the toll station of the BOT project on Road 319) will be funded by Amata City Long Thanh Joint Stock Company. When the project is completed, it will be handed over to the road investor to collect tolls according to regulations.
Mr. Thai Hoang Nam, General Director of Amata City Long Thanh Joint Stock Company, shared that the company is currently using temporary infrastructure with narrow connection roads, and at the same time committed to secondary investors that connection projects will be completed by the end of 2025. This is an effort of the unit in coordination with Long Thanh district's local authority. However, it needs to be supported soon because when multiple investors start operating at the same time, it will become overloaded.
Create conditions for the industrial park to soon complete infrastructure investment
As an industrial park oriented to attract high-tech careers, as of November, there were 4 investors implementing projects in Long Thanh High-tech Industrial Park. The company is also negotiating with nearly 10 other investors with an area of about 30 hectares and investment capital of more than 100 million dollars. Overall, since the project began its implementation until now, this industrial park has received interest from more than 150 investors from countries such as Japan, America and Europe, with a total expected investment if revenue is reached is more than 2.5 billion USD for more than 300 hectares of land.
During a field survey on the implementation of infrastructure of Long Thanh High-tech Industrial Park in early November, Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Hong Linh, Long Thanh High-tech Industrial Park was identified by Dong Nai as a leading high quality industrial park, so it is necessary to soon complete the infrastructure to serve secondary investors. Regarding the investor's recommendations, the provincial leaders requested relevant agencies to proactively coordinate with the company to find solutions in a timely manner.
Regarding the issue of traffic connection, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang worked with Amata City Long Thanh Joint Stock Company on a plan to connect traffic between the intersection of Road 319 with Long Thanh High-tech Industrial Park and additional solutions of adding a temporary control station to the toll collection system of the toll station of the BOT project on Road 319.
Accordingly, the province agrees with the enterprise's proposal to spend funds to complete the construction of the intersection with the BOT 319 project. Implementation will be by the investor proposing the project and the investor of BOT Road 319 project. For smooth implementation, the two units must work and review the terms to add to the BOT Road 319 project contract. The Department of Transport is responsible for guiding and appraising the plan before implementation to ensure compliance with regulations.
