Strictly handle delaying social insurance payment units

By the end of October 2020, the total debt of social insurance, health insurance, unemployment insurance in the whole province was 723 billion VND, accounting for 3.1% of the revenue plan assigned by the Vietnam Social Security, increased 227.5 billion VND compared to the end of 2019.

Many units take advantage of the Covid-19 epidemic to avoid debt payment

Total debt of 723 billion VND includes 489.5 billion VND from social insurance debt, 126.6 billion VND from health insurance debt, 22.6 billion VND from unemployment insurance debt and 84.2 billion VND from interest debt. There are nearly 800 units, enterprises owe from 3 to less than 6 months with a total amount of more than 54 billion VND, nearly 600 units owe from 6 to less than 12 months with the amount of over 85 billion VND.

Explaining the reason for the increase in arrears of social insurance, health insurance and unemployment insurance, provincial social insurance leader said that, apart from businesses and unit those really are facing difficulty and unable to pay social insurance, health insurance and unemployment insurance for labor, we also have to mention the low responsibility of many business owners and employers to employees. Many units and enterprises deliberately do not pay social insurance, health insurance and unemployment insurance.

In particular, another reason that has significantly affected the collection of social insurance debts in the province in recent years is due to the impact of the Covid-19 epidemic from the beginning of 2020 up to now. Due to a strong epidemic outbreak in the world, many businesses and units could not export goods or import materials for production, resulting to revenue decline and narrowing production scale. Even many businesses are forced to go bankrupt. Therefore, the recovery of social insurance debt and arrears of social insurance, health insurance and unemployment insurance for many enterprises and units did not achieve as expected.

Director of provincial social insurance, Mr.Pham Minh Thanh said that, following the direction of the leaders, the provincial social insurance agency has approved the list of 72 eligible units to temporarily stop paying into the retirement and survivorship fund with the amount of nearly 40 billion VND. This is the amount of debt allowed by the state. The remaining debt amount is from other units and businesses in the area.

Strengthen inspection and checking

The leader of the provincial social insurance agency said, in order to recover and handle outstanding debts of social insurance, health insurance and unemployment insurance, in addition to actively advising the provincial People's Committee to promulgate documents, The provincial social insurance agency has proactively coordinated to organize inspections, checking and direction to units and businesses to urge the timely payment of debts, especially businesses and units that owe large amounts in long time. At the same time, promoting the propaganda of policies and laws on social insurance and health insurance for employees and employers in order to raise awareness of compliance, full awareness of rights, responsibilities and obligations of participation.

Particularly in October 2020, the provincial social insurance agency has carried out 66 inspections, bringing the total number of inspections and checks related to social insurance and health insurance from the beginning of the year to now to 147, iincluding 32 unexpected inspections.

Through inspection and checks during the month, the functional forces requested the units to retrospectively pay social insurance, health insurance, unemployment insurance, occupational accident and disease insurance for 18 employees because they have not paid or paid insuffficiently of 138.7 million VND against the regulations; request the recovery to the social insurance fund with the amount of 1.8 million VND, to the health insurance fund the amount 574.1 million VND. As a result, the amount was recovered 485.8 million VND.

In order to discourage units and enterprises from deliberately deferring the debt of paying social insurance and health insurance ..., in October 2020, the competent authorities also issued 2 decisions to sanction administrative violations with a total amount of over 165, 7 million VND for the violating units. From the beginning of the year up to now, the provincial social insurance agency has issued 10 sanctioning decisions for units and enterprises with the amount of over 965 million VND. In which, the units paid a fine of more than 651 million dong.

In addition to the above solutions, from now to the end of the year, the provincial social insurance agency will fully exploit data from the tax agency, closely coordinate with relevant departments, agencies and units such as the Department of Labor, War Invalids and Social Affairs, and the Management Board of the provincial industrial park, the provincial Labor Confederation… review, organize the inspection and examination. If detecting any units or enterprises that show signs of violation of the criminal law, the provincial social insurance agency will complete their dossiers and send them to the authorities for consideration and prosecution according to regulations. The provincial social insurance agency strives to reduce the outstanding debt ratio of social insurance in the province to 1.45% of the receivable amount in the coming time.

It is known that in October 2020, units and enterprises have overcome outstanding debts of social insurance, health insurance and unemployment insurance with the amount of more than 9.5 billion VND, raise up the total amount of debt collection to over 64 billion dong.
