Smart cities development is a priority of investment attraction

Towards the sustainable development

Along with many localities across the country, Dong Nai has been promoting the construction and formation of smart cities towards the goals of sustainable development, improving people's quality of life, adapting to climate change, etc. In line with the policies and projects of the government, during the past time, some enterprises have expressed their interests and proposals to build smart cities models in areas where major projects have been implemented.

In mid-August, 2020, Amata Township Long Thanh Co., Ltd officially proposed to carry out the task of planning the construction of Long Thanh City urban area to the Provincial People's Committee. Amata Long Thanh urban area is located in the general planning area of the Long Thanh Industry-Urban-Service Complex with an area of ​​more than 750 hectares.

According to the representative of Amata Township Long Thanh Co., Ltd, during the planning process, the consulting unit has followed the orientation of developing a smart city area which is similar to the model of Yokohama City (Japan). “Currently, it is a step to build the foundation of a smart city area. Once completed, the following steps will be implemented such as using intelligent management systems like smart management of traffic, waste, energy, etc. The land area has been already reserved to supplement more functions of a smart city in the planned project" – said by the representative of Amata Township Long Thanh Co., Ltd

Previously, at the end of 2019, Aqua City Project of Novaland Group with a large scale of more than 600ha developed under the smart city model was also introduced to investors. This project is surrounded by the key rivers such as Dong Nai River, Buong River and developed according to the smart eco-urban model to meet the residents’ demand for a green and comfortable living environment. Novaland Group commits to reserve more than 70% of the total area for developing the parks and internal utilities using technology elements in many items in Aqua City such as solar panels in public utilities, waste collecting system classified at the source, camera with the function of face recognition.

In reality, with the explosion of the technological revolution, investments in smart urban areas have been appealing to investors.

Top criteria for attracting investment

Recently, developing smart cities has become an inevitable trend of cities around the world. Smart city is the future model of cities around the world. This model plays a role in enhancing urban quality, minimizes the current shortcomings in urban areas and makes them become more comfortable for living. In Vietnam, smart city development is an important way to effectively take advantage of the opportunities of the Industrial Revolution 4.0 for the sustainable development.

According to Deputy Minister of Information and Communications Nguyen Huy Dung, the project on sustainable smart city development in Vietnam in the period of 2018-2025 and orientation to 2030 was approved by the Prime Minister in August 2018. In addition, the national digital transformation program to 2025, with a vision to 2030, was approved by the Prime Minister in June 2020. The approvals above have led to the general development goal  including digital government, digital economy, and digital society. Up to now, there have been around 40 localities nationwide that have developed the smart city models.

In Dong Nai, the Provincial People's Committee has assigned corporations to have the pilot projects in building Intelligent Operation Center (IOC) at the Provincial People's Committees, Bien Hoa City and Long Khanh City.

Mr. Nguyen Thanh Hung - the Chairman of Dong Nai Association for Information Processing, said that in the context of rapid progressing Industrial Revolution 4.0, smart cities development is the only way to develop a sustainable urban area so that the local citizens and businesses would have the opportunities to benefit from the best values and utilities.

To develop successfully smart cities, attracting and giving priorities to smart urban projects is an indispensable "mosaic". Because, smart urban areas are the key elements and important modules in the overall smart city.

Therefore, according to Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Hong Linh, for projects to build new urban areas in the province in the near future, smart cities development must be the top priority in attracting investment. "The project of a new urban area must be a project of smart city" - Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Hong Linh emphasized.
