At a recent working session on converting the function of Bien Hoa 1 Industrial Zone (IZ), Secretary of the Provincial Party Committee Nguyen Hong Linh asked to include this project in the list of key projects of the province that must be completed during the period 2021-2025.

Accordingly, the Provincial People's Committee soon submitted to the Standing Committee a list of establishing a Steering Committee for the project to convert functions of Bien Hoa 1 Industrial Zone to implement 2 main goals: compensation for site clearance, relocation of households in the project, and implementing projects in each zone. At the same time, the Provincial People's Committee completed 2 options to implement the project, in which clearly realize the advantages and disadvantages of each option in order to make an appropriate choice to quickly implement the project. In the project, it is clear which areas invest with the state budget and which private sectors invest in order to invite qualified businesses to implement.
Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son emphasized that the project of converting the function of Bien Hoa 1 Industrial Zone has been implemented very slowly, if departments and localities do not cooperate quickly to implement it by 2025, it will not be completed. Therefore, the Provincial People's Committee must consider again to find solutions to quickly implement the project, create a highlight for Bien Hoa urban area and contribute to the economic and social development of Bien Hoa City and the province.

Regarding the above project, Chairman of the Provincial People's Committee Cao Tien Dung said that at present, the policy for the implementation of the project to convert the functions of Bien Hoa 1 Industrial Zone has been cleared. The Provincial People's Committee has worked with foreign businesses in Bien Hoa 1 Industrial Zone and all agreed to move the production plants to the new locations. Therefore, the Provincial People's Committee issued a decision that the end of 2022 is the final deadline for all businesses in Bien Hoa 1 Industrial Zone to relocate. At the same time, the Provincial People's Committee has proposed two options to quickly implement the project: Bidding to select investors for the whole project; tendering for public lands to get money for clearing the remaining areas. However, if implementing the bidding plan to select investors for the whole project, it will be more convenient, because the province does not have to spend money from the budget to pay compensation for site clearance, complete investment documents, for investors, so the project will be implemented faster.
According to the report of the Department of Planning and Investment, Bien Hoa 1 Industrial Zone was formed after the 1960s with an area of 324 hectares. By October 7, 2009, the Government issued Document No. 307/TB-VCP agreeing on the policy of converting the utility function of Bien Hoa 1 Industrial Zone into an urban, commercial and service area. However, due to problems with policies and lack of funds to implement, the project has been delayed for many years.

People's Committee spoke about compensation in the project
Chairman of Bien Hoa City People's Committee Nguyen Huu Nguyen said that the project must compensate and clear the ground of 263 households and many businesses who are renting land in the Industrial Zones for production. Up to now, Bien Hoa City has only compensated more than 50 households for site clearance, the remaining more than 200 households have to re-establish a compensation plan for land, houses, crops, other assets and the amount needed to pay for the compensation of households are nearly VND300 billion. Bien Hoa City has prepared resettlement areas for households that have been cleared in the wards of Phuoc Tan, Long Binh and some areas around the project. For enterprises that lease land in the IZ with a valid period, the local government will consider to have the support for the land recovery.
