Dong Nai builds smart customs procedure system

Improving the quality of service for enterprises in the implementation of customs procedures, customs management work, and maintaining high efficiency in state budget revenue for import and export. These are the objectives of the Customs sector while developing a smart customs model.


Time for customs clearing of products is very important in the context that Dong Nai is preparing to transition the model of out-of-border customs to border-gate customs, generating convenience for customs processes, assisting enterprises' goods to pass customs quickly, and reducing expenses.

Improve efficiency via automating.

With 32 Industrial Zones operating in the province, of which due to having over 4,000 enterprises engaged in the sphere of import and export, the need for enterprise products clearance is quite high. As a result, developing a smart Customs model for automating customs procedures, particularly in light of the complicated dynamics of the Covid-19 epidemic, necessitates the introduction of information technology to customs. Customs management and supervision will be one of the factors that assist enterprises in clearing products quickly and increasing market competitiveness.

Mr. Tran Hoang Trong Ky, Head of Customs Supervision and Administration Department (Dong Nai Customs), said that smart customs is one of the common goals of Vietnam's Customs Industry in the period from 2021 to 2030. Over the years, the Customs sector in Dong Nai has completed the professional requirements and customs procedures for building a smart customs system. Measures to use Information Technology in the implementation of customs procedures, such as scanning goods through container scanners, monitoring goods with electronic positioning seals, and automatic management systems of warehouses and ports VASSCM (applied at 45 warehouse and port businesses), etc. 

According to Dong Nai Customs, up to now, 100 percent of customs declarations are made through electronic clearance, 99 percent of the total tax and customs fees are collected and paid electronically. In addition, state management documents related to import and export goods deployed on the National single-window mechanism, ASEAN Single Window have been used effectively, replacing paper documents. Human resource management, and receiving documents via online public services are done synchronously, etc.

Publicity and transparency in the management

The flow of import and export goods has recently been smooth when the percentage of green channel customs declarations accounts for the majority of the total number of declarations in Dong Nai Customs. The rate of green channel declarations has proven effective in customs management. Thanks to the application of information technology in management, along with the cooperation from businesses, the data on goods and businesses has been updated quickly, on the basis of data, and the customs procedures management system automatically analyzes, evaluates, and classifies goods and enterprises. This automation of customs procedures demonstrates openness and transparency, and at the same time limits human intervention in customs management.

Director of Dong Nai Customs Department, Ms. Phung Thi Bich Huong said the Department of Customs Dong Nai is striving to improve competitiveness and develop Logistics Vietnam services under the steering of the Provincial People's Committee in customs activities, based on the results of the modernization of the Customs industry during the past time, to enhance the provincial competitiveness index of Dong Nai in 2021. Simultaneously, Dong Nai Customs Department continues to implement the plan to participate in solutions to improve the ranking of cross-border trade transaction index; comprehensive reform of management, specialized inspection, and connection of national portals; promote activities to support enterprises to carry out customs procedures for import and export goods within the framework of the law.

Ms. Phung Thi Bich Huong said that, in order to ensure state budget revenue, in addition to reform and support measures, the Dong Nai Customs Department also closely coordinated with the General Department of Customs to strictly implement the following inspection. Customs clearance, handling of violations, inspection, and examination, risk management, import and export tax, and customs inspection activities, anti-smuggling, and commercial fraud investigation, etc.
