Overview
of the meeting
Directing at the meeting, Chairman of the Provincial People's Committee Cao Tien Dung said that the new variant of the SARS-CoV-2 virus Omicron is a lurking threat to the prevention and control of the Covid-19 pandemic. In the past week, the province did not meet the two criteria set forth in terms of the number of deaths and the number of recovered patients. The number of deaths is 63 cases, increases of 10 cases compared to the previous week. Therefore, the Department of Health needs to find out the cause of the high number of deaths in order to recommend remedial measures.
Regarding to the daily infected Covid-19 cases report, it is necessary to record the number of Covid-19 infected cases through both rapid test and PCR. Recording the number of infected cases is very important since it is closely related to the social benefits for F0 or F1 cases, and many other issues. Vaccination for students should be further enhanced. Those medical units slowly conduct the vaccinations would be warned and pushed by the local governments. It is reflected that many inhabitants still have not been supported medically or with drugs for F0 treatment at home. If there is no immediate correction and improvement of grassroots health capacity implemented, the new strain of the fast emerging virus will be extremely harmful.
The province will consider the establishment of concentrated quarantine facilities for each area to invest in early deployment. The purpose of this plan is to gather and isolate F0 and F1 cases that are not eligible for quarantine and treatment at home. The province also continues to propose the central government to support drugs for F0 cases to meet the treatment demands of the patients.
Strictly punishing enterprises that voluntarily let F0 cases go home by personal means to prevent the disease spread further in the community. Regarding the possibility for students going to school in person again, this is allowed only in case the schools are safe enough to do so. The shools allow students to come have to ensure the 5K principle to prevent the disease from spreading. Currently, the majority of students are still studying online from home while their parents have to go to work. Therefore, the Department of Education and Training should coordinate with Dong Nai Radio-Television Station to conduct the traing courses for students on how to stay at home alone safely. Thereby, helping them to gain the knowledge to respond to possible incidents and raise their sense of self-discipline in learning.
Particularly for social security aspect, the Chairman of the Provincial People's Committee proposed that departments, agencies and localities continue to perform better the finacial supports to the eligible benificiaries. With only 2 months left until the Lunar New Year which has many difficulties, departments, agencies, localities and units should prepare to take care of the Tet Holiday for the people from now on, especially those who are heavily affected by the epidemic, or the low-income workers, etc.
“The new virus is predicted to be much more dangerous than the Delta strain. Therefore, all citizens must absolutely not be subjective or negligent. The Provincial People’s Committee assigns the Department of Health to immediately develop a scenario to prevent and control the new virus strain in the province, then submit the proposal to the Provincial People's Committee so that it could be early transferred to the localities for implementation," - Chairman of the Provincial People's Committee Cao Tien Dung emphasized.
Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Hong Linh suggested that it is necessary to strengthen the role and effectiveness of the mobile medical stations and the hotline for F0 and F1 consultation, improve the operational efficiency of the 2nd and 3rd levels of the treatment tower aiming at reducing the number of serious cases and deaths.
Propaganda to raise people's awareness of complying with epidemic prevention regulations, especially 5K when being in public places, factories, business establishments, production facilities, inns, etc; heavy punishments shall be applied for the people breaking the 5K principle. Any establishments that violate shall be sanctioned and then publicly post them on the mass media.
In addition to vaccinating the children, it is necessary to increase the rate of the 3rd doses of Covid-19 vaccine for frontline forces against the pandemic, the elderly and the community. In the future, if there is a vaccine against the new virus strain, it will continue to be used. Communes and wards need to establish injection sites of the 3rd dose for the eligible people.
Strengthen social security for areas that are under lockdown, epidemics, and disadvantaged people. Strengthening the human resources team, strengthening the Covid Fighting Group in community to meet the requirements in the new situation. Urgently complete the financial support to the frontline forces participating in epidemic prevention and control according to Resolution No. 145 of the Government, strengthen the defense forces so that if a new virus strain attacks, they are ready to fight.
“Medical forces should do their best to save the patients”, the province encourages the private health system to share the burden with the public health sector in the treatment of Covid-19 patients. Particularly for the quarantine period of F0 and F1 at home, the Provincial People's Committee was assigned to issue a document to guide the reduction of the number of days of quarantine and treatment at home from 14 days to 10 days to help businesses solve difficulties in production forces” – the Secretary of the Provincial Party Committee Nguyen Hong Linh emphasized.
