Reviewing the planning of seaport system in Nhon Trach district

On March 30, the Standing Committee of the Provincial Party Committee had a meeting with leaders of the Provincial People's Committee, departments, branches and People's Committees of Nhon Trach District to hear the report on the implementation of the port system planning in Nhon Trach District. Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council – Mr.Nguyen Phu Cuong presided over the meeting. Attending the meeting were Standing Deputy Secretary of the Provincial Party Committee – Mr.Ho Thanh Son, Deputy Secretary of the Provincial Party Committee – Mr.Quan Minh Cuong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee – Mr. Cao Tien Dung.
The report of the Department of Transport shows that, according to the planning of the system of seaports in the Southeast (group 5) by 2020 with a vision to 2030, there are 36 seaports in Nhon Trach District. In which, there are 6 ports on Dong Nai river (Provincial People's Committee has approved investment policy for 2 ports); Nha Be River has 10 ports (currently 3 ports are in operation and 2 ports have been approved for investment policy by the Provincial People's Committee); Long Tau River has 19 ports including inside and outside Ong Keo Industrial Park (planned 6 ports in Ong Keo Industrial Park, currently has 1 port in operation. In addition to Ong Keo Industrial Park, 13 ports are planned, currently 5 ports have been put into operation); Thi Vai River has a Phuoc An Port, with a scale of 182 ha and 10 wharfs. The project is being implemented, by 2022, the first wharf will be put into operation.
According to the assessment, the number of seaports in Nhon Trach District is much planned, but the number of ports that have been put into operation is small with small scale and fragmented.
Speaking at the meeting, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council – Mr.Nguyen Phu Cuong, previously due to implementing the policy of attracting investment capital, Dong Nai has licensed investors to build seaports in Nhon Trach district, including many specialized ports. Therefore, at present, most of seaports in operation are small and fragmented, mainly serving the individual needs of each business. So, now is the right time to review and re-plan the seaport system in Nhon Trach District. Therefore, the Provincial People's Committee presides over and reviews the plan to report to the Standing Committee of the Provincial Party Committee. The planning orientation is not to use the entire 20km of river surface in Nhon Trach district to develop the port system, but to reserve space for developing riverside urban systems.
The Department of Natural Resources and Environment shall conduct a review, for seaport projects that have expired the time limit for introducing places which have not yet been implemented; projects with a term of investment guidelines, but until now, the compensation and ground clearance work has not been implemented, the Provincial People's Committee has proposed to revoke the project. Similarly, for the previous specialized port projects that leased water surface for wharf construction, if the time limit expires, the extension will not be renewed, but the project will be withdrawn.
For Phuoc An port construction project, which is a major seaport construction project of Dong Nai, therefore, the Department of Transport must review and supplement the planning of the connected transport system to meet the exploitation needs when the construction is completed and put into operation.
