Review the Bien Hoa drainage and wastewater treatment system technology

That is the opinion of the provincial leaders in the recent meeting with the Japan International Cooperation Agency (Jica) on the drainage and wastewater treatment system project in Bien Hoa City. Accordingly, it is necessary to review the wastewater treatment technology because the initial implementation plan is quite long, there are also many advanced treatment technology units in the world interested in the project.

Domestic capital after foreign capital

According to the original plan, the first phase of Bien Hoa City's drainage and wastewater treatment system project has a total investment of more than 6.6 trillion VND, of which ODA loans are more than 5.3 trillion VND and the reciprocal capital of the Provincial People's Committee is more than 1.2 trillion VND. The project will be implemented during the period from 2016-2026. In phase 1, the project will construct more than 120km of pipeline and 1 wastewater treatment station with capacity of 39,000 m3/day.

Up to now, a number of items under the province's counterpart fund such as compensation, leveling, building fence, guard house of wastewater treatment station and pumping station No. 1 have been implemented.

Particularly for the items of the ODA capital, in 2019, the Provincial Construction Investment Project Management Unit has also completed the draft of bidding documents for package 1 (consultancy), including: details - cost estimates; bidding support and construction supervision for the project. However, Jica still concerned about the impact of Agent Orange (dioxin) on the project, so it is not possible to select a consultant to continue the implementation. In this regard, Dong Nai and the Embassy of Japan have exchanged many times, in which, the province commits that the project area is not contaminated with dioxin, the construction is safe, however, the Japanese side has not there is agreement to take next steps

According to provincial leaders, this project should be implemented as quickly as possible. Dong Nai has pursued and wanted to implement it for a long time, but compared to the requirements, implementation is slow. While the ground clearance work has been deployed and completed by Bien Hoa city at many sections and routes, if there is still no consensus, it will continue to be slower. The construction of the works on Dong Nai side is committed to safety because the monitored land and water sources meet the specifications. Moreover, in the project area, for many years, many other infrastructure projects of the province have been implemented..

Review of treatment technology

According to the provincial leaders, while the items are done by the provincial reciprocal capital, they cannot wait for further implementation, thus wasting the budget. The constructed items cannot be connected and operate effectively. Besides, because the project is very important, Dong Nai also has a contingency plan to mobilize domestic capital to implement if the construction of ODA loan items cannot be disbursed.

In addition to being proactive in funding, it is also necessary to review the technology of the project because after many years, wastewater treatment technology has many changes. Recently, a number of units have also come to learn and raise problems with the province on service provision and modern technology for urban wastewater treatment, including units from Japan. Therefore, after consulting, Dong Nai will review all of these projects, including the selection of capital sources and processing technology to report to the Government, ministries and related branches of the above point of view.
