​In 2023, districts and cities proposed to auction 74 land plots; If adding the areas that have not been auctioned in 2022, it will be 89 areas. This is a source for the province to develop infrastructure and increase revenue for the budget.

 Information from Deputy Director of the Department of Natural Resources and Environment Tran The Vinh, in 2023, the whole province has 89 land plots with an area of over 1.4 thousand hectares expected to be put up for auction. Of which, there are 15 transitional zones from 2022 and 74 new proposed district-level zones.


Cam My district is a locality with many land plots proposed for auction. Deputy Director of the Center for Land Fund Development Cam My district Tran Minh Tien said that initially the district planned to register for auction of 13 land plots, but after considering the conditions and feasibility of each land plot, district reduced to 5 zones. If adding 2 zones in 2022, it will be 7 zones. According to Mr. Tran Minh Tien, in 2022, the auction of public land areas in the area is still slow and has not been implemented, which has partly affected infrastructure investment capital: roads, schools, medical stations, house…


In addition to creating capital for the development of technical and social infrastructure, the allocation of land with payment and land lease through auctions also creates favorable conditions for people and businesses (enterprises) who have demand to use land at an appropriate price.

Dinh Quan district has 9 land plots planned to be auctioned this year, of which 1 area is Phu Tuc industrial cluster belonging to the Provincial Land Fund Development Center, the remaining 8 areas are under the jurisdiction of the district (small land area, value less than 20 billion VND). Out of these 8 zones, 5 zones had a decision to withdraw and assign them to the district, have developed a plan, and consulted with departments and branches. “District People's Committee has directed in the first 6 months of the year to complete the procedures to develop an auction plan with eligible land plots. Auctions of public land will create favorable conditions for people and businesses to have the right to use land. This also contributes to the improvement of the land area's infrastructure and technical infrastructure in the area," shared Dinh Quan district representative.

Vice Chairman of the Provincial People's Committee Vo Tan Duc said that the auction of land use rights aims to effectively exploit the land fund. At the same time, it helps to increase revenue for the budget and create investment capital to build technical infrastructure and social welfare. According to Vice Chairman of the Provincial People's Committee Vo Tan Duc, in 2023, the province needs a lot of capital to invest in roads connecting airports, highways and urban infrastructure. This capital source mainly comes from land fund auction. The localities and the Provincial Land Fund Development Center need to review the eligible and high-potential land plots to quickly develop a decentralized land auction plan. The remaining land plots continue to make records for the following year.

Many land areas are entangled in procedures

 In 2022, the land auction in the province has not been completed due to low market demand, the coordination between sectors and localities in completing the procedures for land auction is not guaranteed.


According to Deputy Director of the Department of Natural Resources and Environment Tran The Vinh, of the 15 land plots expected to be auctioned in 2022, one was put up for auction but failed because there was no registration file; The remaining areas have not been able to hold auctions because they still have problems with documents and procedures. “Through the review, this year only 3/15 of the above land plots basically meet the conditions and can be put up for auction. 9 zones have to deal with the content of detailed construction planning, handling of assets on land, updating housing development program... 1 zone has been assigned to Bien Hoa city, and 2 areas have to ask for permission of province because the formation of a commercial project at the site will put pressure on other infrastructures "- Mr. Vinh informed.


As for the 74 new proposed districts and cities, 20 are included in the approved 2023 land use plan, 54 are not available. Once included in the land use plan in 2023, the site still needs to be cleared to become clean land; ensure the conformity with the detailed construction planning or the overall planning ground; appraisal to establish a starting price.


Director of the Department of Planning and Investment Nguyen Huu Nguyen said that, in addition to the above conditions, the land plots with mixed purposes (both commercial and residential) must have investment policies. Only commercial plots do not need this procedure. Based on the list of land plots registered for auction that the Department of Natural Resources and Environment has reviewed, the Department of Planning and Investment will comment on this procedure for each land plot so that localities can take the initiative in making documents.

 Land auctions help provinces and localities to remove capital for development investment. Through land auction, more high-class residential, commercial and service projects will be formed in rural areas, contributing to improving people's quality of life. However, it is not enough to qualify for an auction but also depends on the infrastructure conditions and development potential of the surrounding area, depending on the needs and planning purposes of that land.

 To ensure this year's land auction plan, the Department of Natural Resources and Environment requested the Provincial Land Fund Development Center to step up coordination and urge localities to build auction plans for land plots. Monthly report on progress, difficulties and problems to the Department. For 3 consecutive months, the locality without progress in the land auction progress will propose the Provincial People's Committee to take measures to handle.
