Besides the enterprises that do well at the grassroots democratic regulations, there are still apathetic enterprises, focusing only on production, not attaching importance to the recommendations, concerns, thoughts and aspirations of employees. Many enterprises are not fully aware of the meaning and importance of implementing democratic regulations at the grassroots level; did not pay attention to the process of organizing employee conferences. In addition, do not focus on organizing dialogue in the workplace or the organization is still formal and coping. Some enterprises also assign the trade union to perform, while the active role belongs to enterprises.

During the inspection of the implementation of the labor law by the inter-provincial inspection team in 2022, it was found that many enterprises in the process of implementing the democratic regulations deliberately failed to comply, giving many reasons to evade such as: Due to production characteristics, it is not possible to gather workers for dialogue or due to production to keep up with orders, lack of orders, production difficulties, epidemics... Even, some enterprises are not interested in organizing Dialogue with employees has caused difficulties for trade unions in advising and proposing implementation of grassroots CDC.

Many contents and production activities that enterprises must make public for employees to know, consult, inspect and supervise are still general, not specific and suitable to the actual situation of production and business of enterprises. While according to regulations, enterprises must disclose to employees such contents as: production and business situation, labor rules, salary scale, salary table; regulations and documents related to the rights, obligations and responsibilities of employees; collective labor agreements and the deduction and payment of social insurance, health insurance, unemployment insurance ...

According to cadres of trade unions, in order for the implementation of quality control at enterprises according to the provisions of law, to bring about a harmonious, stable and progressive labor relationship, specific and synchronous solutions are needed. The upper-level trade union needs to promote propaganda and raise awareness of employers and employees about the role, meaning and importance of implementing democratic regulations at the grassroots level. Focus on guiding establishments that have not performed well and replicate good and effective models to units. Since then, contributing to improving the efficiency of democratic regulations at enterprises.
