Need to strengthen industrial waste management

However, according to the assessment of both manufacturing and environmental treatment enterprises, the management of industrial wastes is still loose.
Selling waste as scrap
According to regulations, industrial solid waste generated in the production process is divided into 3 groups: hazardous, controlled and normal. For each group, the waste source owner must classify, then depending on each group, it can be recycled, reused, treated or transferred to a functional unit and has an environmental license for treatment. In fact, most of the waste source owners comply with this process, but there are still facilities that do not strictly implement it.

The project is licensed by the Ministry of Natural Resources and Environment with a capacity of 131 tons/day, but in fact Thanh Tung 2 Company Limited (Vinh Cuu District) only receives about 20 tons/day, equal to 15% of its capacity. Enterprises do not operate at full capacity, investment resources are wasted.
General Director of Thanh Tung 2 Company Bui Xuan Hung said that the management is not strict, many establishments only have licenses to buy scrap and do not have environmental permits. At that time, only valuable waste will be classified for sale, the rest will be buried and burned. This is not in accordance with the regulations and is not fair to businesses that follow the correct process.
Agreeing with this point of view, Ms. Nguyen Thi Hoa, Director of Tan Thanh Small Handicraft Cooperative (Xuan Loc District) - a unit collecting industrial wastes in Long Khanh city shared, there are many companies to save. semi-scrap waste, both without cost of treatment, and with an additional revenue. Only unsold waste and domestic waste will be handed over to the collection and treatment unit.
Environmental legislation encourages industrial production and environmental treatment service establishments to increase the rate of recycling and reuse of waste according to the circular economy model. However, the regulations only apply to ordinary waste, and the group of waste that must be controlled and hazardous, the waste source owner must manage and treat according to the process and regulations to reduce the risk of environmental pollution.
Factory director of TPC VINA Plastics and Chemicals Co., Ltd. (Long Thanh district) Nguyen Dao Huu shared that enterprises have all 3 types of industrial waste, which are common, controlled and hazardous waste. The company has signed contracts with 3 different partners inside and outside the province to treat waste and prioritize the selection of licensed waste treatment units that recycle and reuse during waste treatment. As for the treatment process, the specific recycling rate is monitored and evaluated by the management and licensing agency.

Need to strictly manage waste sources
According to the 2022 statistics of the Department of Natural Resources and Environment, on average, Dong Nai generates nearly 1.3 thousand tons of conventional industrial waste and more than 500 tons of hazardous waste every day. The management and control of industrial waste is currently assigned to the Department of Natural Resources and Environment and the Dong Nai Industrial Zones Authority. However, most of the reports of these two units did not mention the generated volume, collection process, and treatment volume, but only stated that the collection and treatment rate reached 100%.

According to the Director of the Environmental Protection Sub-Department (Department of Natural Resources and Environment) Le Van Binh, the province has more than 1,000 enterprises generating waste, current regulations do not require sending reports by electronic file. Sending a paper report to the unit must synthesize data and data for a long time. Regarding waste trading, ordinary industrial enterprises with commercial value are sold as scrap, only need a business license to be allowed to trade.
According to the Department of Natural Resources and Environment, in 2022, industrial waste treatment enterprises in the province can only operate from 23-33% of the invested capacity. In which, a number of projects such as: Phuc Thien Long Trading and Service Company Limited, hazardous waste treatment items only reach 3% of capacity; Tai Tien Trading Joint Stock Company's projects to treat common and hazardous wastes are all less than 13% of the invested capacity.
Explaining the reason for the low capacity investment projects, the Department of Natural Resources and Environment said that due to market competition, treatment zones in neighboring provinces and cities mainly use landfill technology with low cost, so they can sign many contracts in the province. The law only controls the management of industrial wastes to ensure the environment without stipulating the minimum price and ceiling price in treatment.
Some businesses believe that, in order to limit environmental pollution and gradually develop the circular economy, local management agencies need to unify the process and strictly manage the source of waste generation. Along with that, controlling the licensing of scrap trading is the industrial waste.
