Prime Minister approves Mobile Money pilot project

Accordingly, the pilot subjects are enterprises with licenses to provide intermediary services for payment of e-wallets and licenses to establish ground mobile public telecommunications networks using radio bands or subsidiaries licensed by the parent company to establish ground mobile public telecommunications networks using radio frequency bands for permission to use telecommunications infrastructure, networks and data (pilot enterprises).

Individual customers who register and use Mobile Money service must provide identity card/citizen identification/passport to match the customer's mobile subscriber number registration information and be piloted by the business, authentication in accordance with the Government's regulations on mobile subscription registration and mobile subscriber number must have a continuous activation and use period for at least 3 consecutive months up to the time of registration for opening and using Mobile Money service.

This Decision takes effect on March 9, 2021, and the duration of the pilot programme to two years from the time the first enterprise is approved to pilot this service.

This decision stipulates that each customer can only open 1 Mobile Money account at each pilot enterprise, and maximum transaction limit of 10 million VND per month for each Mobile Money account for all transactions, including withdrawals, transfers, and payments…
