Automating customs procedures
The application of information technology in the implementation of customs procedures such as scanning goods through container scanners, monitoring goods by electronic positioning seals, automatic customs management systems (VASSCM), increasing the rate of green channel customs declarations... are solutions being effectively applied by the Dong Nai Customs in the management of import and export goods, ensuring state budget revenue in the above areas.

At the meeting and dialogue with businesses in 2022 organized by the National Assembly, Mr. Nguyen Thanh Nhien, Head of Import-Export Department (Harada Company, Long Binh Loteco Industrial Park) shared, during the Covid-19 epidemic, the businesses have received great support from the authorities, especially the customs office. In order to further strengthen the connection between customs and businesses, businesses are looking forward to the Dong Nai Customs to have a specific plan when implementing digital customs so that businesses can timely grasp and take the initiative in coordinating implementation, creating a digital ecosystem of data and information related to businesses and imported and exported goods.

According to statistics from Dong Nai Customs, at present, 100% of customs declarations are made through electronic clearance. The collection and payment of taxes and customs fees has also been through the electronic collection and payment system. Besides, since the implementation of national and ASEAN single-window mechanisms, state management documents related to import and export goods are quickly received and processed by the Dong Nai customs. Specifically, for the ASEAN One Window, Dong Nai Customs has received and processed electronic certificates of origin form D (C/O form D) issued from 9 countries in ASEAN. C/O form D is a certificate applied to goods exported to ASEAN countries, subject to preferential customs duties under the CEPT Agreement with an import tax rate of 0%.
Invest in modern equipment
In mid-November, Dong Nai Customs organized the operation of mobile container scanners, serving the screening and inspection of import and export goods in containers at Long Binh Tan Port, in order to meet the needs of goods clearance quickly.
With a modern information technology infrastructure system, which is regularly upgraded to ensure 100% of import-export shipments through electronic customs clearance, Dong Nai customs is one of the few Customs Departments of provinces/cities across the country equipped with full range of modern equipment of the industry to serve the customs management and customs clearance of import and export goods quickly, such as: Online monitoring system; Fixed container scanner and mobile container scanner…
Ms Phung Thi Bich Huong, Director of the Department of Customs, said that the investment in container scanners is in the roadmap of reform and modernization of Vietnam's Customs in general and is also the overall development plan of the Dong Nai customs in the coming period. Moving forward, towards Paperless Customs under the Digital Customs Transformation Scheme in the whole industry. According to Ms. Huong, the mobile container scanner, installed at Long Binh Tan Port, under the management of Dong Nai Port Customs Sub-Department with the goal of creating more favorable conditions for the import and export activities of businesses in the province and nearby areas, gradually improving customs procedures on digitized environments in combination with modern equipment systems.
