Planned land area is ready for projects
In Dong Nai, there are Long Thanh, Trang Bom, Bien Hoa, and Long Khanh cities where many large national projects are planned for implementation. In which, localities will make land use planning, construction planning and a number of other sectoral plans and conduct compensation, site clearance and land allocation to project investors.
Chairman of the People's Committee of Bien Hoa City Nguyen Huu Nguyen said: "The national projects are being called by the Government for FDI investment in Dong Nai, Bien Hoa City has two projects: Bien Hoa - Vung Tau Railway, and Trang Bom - Hoa Hung Railway. Currently, the city has updated the above projects into the land use planning until 2030. Investment-related procedures are carried out by the Ministry of Transport and the Provincial People's Committee, Bien Hoa City will coordinate in the compensation and clearance stage". According to Mr. Nguyen, the projects have been planned, Bien Hoa City hopes the Government and the province will quickly invite investors, soon start construction to complete the project and put it into operation. A large transport infrastructure project completed soon will greatly contribute to the economic development of the locality and have little impact on the lives of people in the project planning area.
For a long time, there have been many technical infrastructure projects in the province that have been planned for many years but have not yet been carried out, affecting the planning of localities, limiting a number of people's rights. Specifically, people who have land planned in the project will not feel secure to invest capital for long-term production development, thus, reducing their income in every plot of land.
Ms. Nguyen Thi Hoa, Gia Canh Commune, Dinh Quan District said: "In the coming time, the Dau Giay - Lien Khuong Expressway Project may pass through my family's land. Therefore, I and the households whose land is located in the project hope that the central government and the province will soon implement the project, and compensate the people for site clearance satisfactorily so that we can transfer our land. If the project is delayed for a long time, it will greatly affect the lives of people in the planning area because it is difficult to transfer or cultivate in the land.
Many projects planned from the previous period
In fact, many national-level projects are transitional planning from the previous stage and are in the process of calling for investors to start the project. This is the common obstacles of many technical infrastructure projects in Dong Nai as well as other provinces. The capital to invest in technical infrastructure is very huge, while the state budget is limited and must be distributed to all provinces. In addition to the field of technical infrastructure, there are many projects in other fields that need to be prioritized for implementation.
In Dong Nai, there are more than 10 national projects being and about to be implemented such as: Long Thanh International Airport, Bien Hoa - Vung Tau Expressway, Dau Giay - Lien Khuong Expressway, Trang Bom - Hoa Hung Railway, Bien Hoa-Vung Tau Railway.
The project called for FDI enterprises to invest must have enough attractiveness. The problem that many FDI enterprises are most hesitant about is that the investment procedures are relatively complicated, with some projects taking 3 to 4 years to complete. The next difficulty is the stage of land measurement for compensation and site clearance which also lasts 3 to 5 years. The above obstacles are "bottlenecks" in attracting investment in domestic and FDI projects of many provinces and cities across the country. According to enterprises, if investment procedures are simplified, settlement time is shortened, site clearance is quick, it will be more convenient to attract investment in projects in many localities.

In the land use plan to 2030, all three districts of Tan Phu, Dinh Quan and Thong Nhat have prepared land for the Dau Giay - Lien Khuong Highway Project. In which, each locality spends from 200-394 hectares for the project. Dau Giay - Lien Khuong Expressway (section from Dau Giay to Tan Phu District), total length of 60km, size of 4 lanes, investment capital is US$268 million.
