Increasing the density of concentrated trees is one of the important goals of Bien Hoa City in order to meet the basic criteria of a grade I city.
Bien Hung Park is both a place to meet the entertainment needs of the people and also a place to create a green space for Bien Hoa urban space.
The percentage of concentrated trees per person is still low
Bien Hoa City is the central urban area of the province and has a very high urbanization rate. At the end of 2015, Bien Hoa City was recognized as a grade I city by the Prime Minister. However, after nearly 7 years of being recognized, up to now, some criteria of Bien Hoa urban area have not been met. standards of a grade I city. In which, there is the criterion of the average concentration of green trees per person.
As the central urban area of the province, however, at present, Bien Hoa city has 6 industrial parks in operation. Industrial development has led to rapid population growth as well as urbanization of Bien Hoa city. Currently, Bien Hoa city is a provincial town with the largest population in the country nowaday. The large population and high population density make the land fund for public works, including the land fund for green tree development in Bien Hoa city, becoming increasingly narrow.
Over the past years, in order to overcome the lack of green space as well as public spaces to serve the needs of the people, Bien Hoa City has also focused on building parks in combination with planting new trees to increase green space. increase green space for Bien Hoa urban area.
Most recently, the B5 park, Tan Tien ward, has also been completed. Not only meeting the entertainment and entertainment needs of the people, the completion and put into use of this park also contributes to increasing the green space for Bien Hoa urban area. It can be said that at present, the concentrated green area of Bien Hoa urban area is mainly concentrated in the parks in the area. According to the Urban Management Department of Bien Hoa City, there are 23 parks under the management of the city with an area of nearly 18 hectares. There are also a number of parks managed by units such as the park in Tran Bien Temple of Literature, Provincial Square Park... along with that is the system of islets, green campus at traffic routes, residential areas. However, a common feature of the parks in Bien Hoa City today is their very small scale. This makes the concentrated green area not meet the needs of the people.
According to Circular No. 01/2021/TT-BXD of the Ministry of Construction on national technical regulations on construction planning, for urban centers of grade I, the area of green land for public use in urban centers must be at least minimum 6m2/person. However, according to the People's Committee of Bien Hoa City, currently, the concentrated green area per person in the city is just over 1m2/person.
Focus on increasing public green space
In response to the new development situation, at present, Bien Hoa City is focusing on completing the master planning task of Bien Hoa City to 2030, with a vision to 2050 serve as a basis for formulating a project to adjust the general planning of the city.
Mr. Truong Vinh Hiep, Head of Urban Management Department of Bien Hoa City, said that one of the contents that the city is very interested in in this adjustment of the general planning is increasing the percentage of green trees on the campus in order to meet the standards of a class I city. “The current state of the city's density of trees per capita is very low. Therefore, this is also a problem for the planning consultancy unit to research and calculate in this adjustment of the general planning "- Mr. Truong Vinh Hiep shared. Also according to Mr. Truong Vinh Hiep, the two areas that will be noted for research for the consulting unit to increase the percentage of concentrated trees in Bien Hoa urban area will be a planned park in Hiep Hoa Island and forests under the management of Bien Hoa Forestry Center. “For the park in Hiep Hoa Island, if the investment call is completed, Bien Hoa will have an additional park with a size of about 100 hectares and thus will have a fairly large green area. With the forest belonging to the Bien Hoa Forestry Center, the city is currently researching to develop this area into a theme park to call on investors to effectively exploit the land fund as well as increase the area of green land"-Mr. Truong Vinh Hiep added.
Most recently, at a meeting with the Provincial People's Committee on the implementation of the adjustment of the general planning of Bien Hoa City at the end of September, Chairman of the People's Committee of Bien Hoa City Do Khoi Nguyen also proposed the Provincial People's Committee to allow the city to implement 2 solutions to increase the percentage of concentrated trees in the area. Accordingly, Bien Hoa City proposed the Provincial People's Committee to allow the review of eligible land funds to plan the construction of parking lots in combination with planting trees. In particular, Bien Hoa City will call on investors to invest in building multi-floor car parks with more areas to plant trees. Investors will play the role of both exploiting the parking lots and taking care of and developing the combined green area. Along with that, Bien Hoa City also proposed the Provincial People's Committee to use small, qualified and suitable land areas in accordance with the planning to build more parks in order to meet entertainment needs of the people while increasing the urban green area.
