The Ministry of Health has just held a conference to deploy drug bidding and select contractors online at public health facilities with relevant ministries, branches, People's Committees of provinces and Departments of Health throughout the country.
A Drug bidding conference held online with localities across the country
Vice Minister of Health Do Xuan Tuyen said that over the past time, the Ministry of Health and other ministries and branches had made great efforts to find solutions to overcome difficulties in drug bidding. At the same time, directing to promote the procurement and supply of drugs and medical equipment. In particular, focusing on solving legal difficulties such as submitting to the Government for promulgation Decree No. 07/2003/ND-CP dated March 3, 2023 amending and supplementing a number of articles of Decree No. 98 /2021/ND-CP dated November 8, 2021 on management of medical equipment, Resolution No. 30/NQ-CP dated March 4, 2023 on continuing to implement solutions to ensure medicines and medical equipment. Currently, the Ministry of Health was developing a circular guiding the formulation of bid packages for medical equipment at public medical facilities.
For drugs, the Ministry of Health has reported to the National Assembly to issue Resolution No. 80/2023/QH15 dated January 9, 2023 which allows to continue using the expired circulation registration certificates of drugs and medicinal ingredient in the period from January 1, 2023 to December 31, 2024 will continue to be used from the expiration date to the end of December 31, 2024.
Implementing Resolution 80/2023/QH15, right in February 2023, the Ministry of Health extended the circulation permits of nearly 10,000 drugs, ensuring supply and removing difficulties for drug suppliers across the market.
On March 12, 2023, the Ministry of Health issued Circular No. 06/2023/TT-BYT amending and supplementing a number of articles of Circular No. 15/2019/TT-BYT dated July 11, 2019 providing bidding for drugs at public health facilities. In which, amending regulations on grouping technical criteria, formulating bidding package prices, replacing drugs, documents enclosed with registration documents for concentrated drug purchase, regulations on recording drug dosage forms, and technical transcripts, decentralizing the authority to decide on procurement, issuing online bidding documents for medicinal herbs and traditional medicines... This Circular will take effect from April 27, 2023.
At the conference, the delegates heard reports from the Department of Planning and Finance, the Drug Administration, the Department of Traditional Medicine on amendments and supplements to Circular No. 06/2023/TT-BYT ; Guidelines of the National online Procurement Management Department, Procurement Center, Ministry of Planning and Investment on online contractor selection.
