The Provincial People's Committee has approved the zoning planning tasks of 1/5000 scale for 5 subdivisions according to the general planning of Bien Hoa City, including: A2, A3, A5, A6 and A9 with a total area of more than 4 ,7 thousand hectares.

Subdivision A2 includes the whole of Binh Da Ward and a part of An Binh Ward
with an area of about
774ha, the population is expected to be from 58.2-68.9 thousand people. This is
a subdivision of the historic center urban area located along the Cai River and
Dong Nai River in the southeast of Hiep Hoa Island. Subdivision A2 is a
component urban area in the overall urban area of the historic central urban area.
Subdivision A3 includes all of Tan Mai, Tam Hiep, Tam Hoa Wards and a part of Tan Tien and Thong Nhat Wards with an area of about 592ha, population of about 97.4 thousand people. Subdivision A3 is the eastern component subdivision of the historic central urban area of Bien Hoa City, which plays an important role in achieving the goals of health (Dong Nai General Hospital), technical infrastructure engineering (Wastewater treatment station of the city), etc.
Subdivision A5 includes Wards of Hoa Binh, Quyet Thang, Thanh Binh and a part of Wards of Quang Vinh, Tan Tien, Thong Nhat, and Trung Dung with an area of over 712 hectares, population is from 105 to 110 thousand people. This is the subdivision of the central area of the historic central urban area of Bien Hoa City, which plays an important role in the realization of administrative-political goals (the administrative-political center of Bien Hoa City), housing development, space, environmental landscape, etc.
Subdivision A6 includes the whole of Tan Phong Ward and a part of Trung Dung and Quang Vinh Wards with an area of more than 1.7 thousand hectares and a population of 75-80 thousand people. This is the northern component subdivision of the historic central urban area of Bien Hoa City, playing an important role in realizing the goals of security and defense (Bien Hoa Airport area), health sector (The Central Psychiatric Hospital No. 2), etc.
Subdivision A9 includes the entire Wards of Buu Hoa, Tan Van and a part of Hoa An Ward with an area of more than 1,000 hectares, population is from 85-90 thousand people. This is a component subdivision in the southern area of the historic central urban area of Bien Hoa City, playing an important role in realizing the goals of tourism development (the area of the quarries after the exploitation), logistics services (bonded warehouses and Tan Van logistics services), housing, landscape and environment.
