The Prime Minister on Provincial Planning to Help Dong Nai in "Connection, Integration, and Progression"

According to the Dong Nai provincial master plan, the overall goal is that by 2030, Dong Nai will become a civilized, modern, and fast-growing province, surpassing the high-income threshold and ranking among the top provinces in the country. The economy will be dynamic, leading in the development of the aviation economy, high-tech industries, science, technology, and innovation. The province will have a modern, intelligent, sustainable, and synchronized economic and social infrastructure system, with distinctive urban development, including internationally renowned airport cities and eco-cities. Dong Nai will preserve and promote its cultural identity, protect its ecological environment, adapt to climate change, and ensure solid national defense and security. By 2050, Dong Nai aims to become a municipality, leading in high-tech industrial development, with a synchronized, intelligent, and modern infrastructure system. It will be an international trade hub, as well as a center for tourism and services tied to world-class urban areas and a concentration of intellectuals and talent. The focus will be on the green economy and circular economy, with the goal of achieving net-zero emissions. Social sectors will develop harmoniously, the population will enjoy prosperous and happy lives, and national defense, security, and social order will be securely maintained. Development orientations and priorities in Dong Nai's master plan include: - 3 economic driving zones: (1) urban – service – industrial driving zone in the West (with the core being the urban chain along the Dong Nai River: Bien Hoa – Long Thanh – Nhon Trach); (2) industrial – agriculture – service driving zone in the East (with the core being Long Khanh City); (3) agriculture – tourism – eco driving zone in the North (with the core being the twin towns of Dinh Quan and Tan Phu). - 3 ring roads: (1) Ring Road 4; (2) National Highway 56 – Provincial Road 762; (3) Ring Road linking Dong Nai and Ba Ria – Vung Tau. - 6 corridors: (1) Dong Nai River Corridor; (2) Bien Hoa – Vung Tau Expressway and National Road 51 Corridor; (3) HCMC – Long Thanh – Phan Thiet Expressway Corridor; (4) National Highway 1 and North – South Railway Corridor; (5) National Highway 20 and Dau Giay – Tan Phu Expressway Corridor; (6) Ben Luc – Long Thanh Expressway Corridor. - 6 development pillars: (1) develop the industrial sector, aiming to become a modern industrial center of the country; (2) develop urban service tourism, especially services supporting industries; (3) develop high-efficiency and sustainable agriculture; (4) position Long Thanh Airport as the focal point for developing a world-class airport city; (5) develop the digital economy, green economy, and circular economy, contributing to the net-zero target by 2050; (6) develop high-quality human resources and emerging industries.

On the morning of September 24th, during his working visit to Dong Nai, Prime Minister Pham Minh Chinh attended the conference to announce the provincial planning for the 2021-2030 period, with a vision to 2050, and to promote investment in Dong Nai. ​

The conference was also attended by leaders from various ministries, central agencies in Dong Nai province and other localities; representatives from international organizations, partners, and both domestic and foreign investors and enterprises. 

This important forum offers a valuable opportunity for partners, businesses, and investors, both domestic and international, to directly engage with provincial leaders, gain insights into new development spaces, potential, strengths, opportunities, and specific projects in Dong Nai. At the same time, leaders from central ministries and agencies provided guidance on development orientations and solutions to foster cooperation and attract investment.

17 Projects with Total Investment of 155 Trillion VND

At the conference, Dong Nai province granted investment registration certificates and approved investment policies for 17 projects with a total investment of 155 trillion VND (approximately 6.2 billion USD).

Analyzing Dong Nai's potential and advantages, participants at the conference highlighted the province's large area of 5,863 km², the second largest in the Southeast region, and its strategic geographical location within the southern key economic zone, one of the most dynamic development areas in the country.

Dong Nai serves as a gateway connecting the Southeast region with the Central Highlands and the Central Coast. It is a critical link in regional connectivity through multimodal transportation: road, rail, waterway, and especially Long Thanh International Airport.

The province has a large area of perennial industrial crops and fruit trees, covering more than 190,000 hectares, and leads the country in animal feed production and industrial-scale livestock farming.

Dong Nai hosts the most industrial zones in the country, earning the title of "industrial capital" (32 industrial parks and 36 industrial clusters). It attracts significant foreign direct investment (FDI) with nearly 2,000 active projects, totaling almost USD 37 billion, and boasts the largest manufacturing and processing industry in the country.

The province also has strong potential for tourism development, especially eco-tourism and cultural tourism, tied to the conservation and promotion of heritage values. Dong Nai is considered the "Green Lung" of the Southeast region, with the Dong Nai Biosphere Reserve spanning 756,000 hectares, home to many rare plant and animal species.

With a large population, Dong Nai has abundant labor resources for economic development. The province's population of 3.3 million accounts for 3.2% of the national population, ranking fifth nationwide (with 1.9 million workers).

Dong Nai is a land with a long-standing cultural and historical tradition in the South, with its development closely associated with generations of talented and renowned individuals.

The province is also known for its distinctive traditional handicrafts (such as ceramics, traditional crafts, agricultural product processing, brick-making, bronze casting, and iron casting), alongside many historical, cultural, and natural heritage sites.

In recent years, Dong Nai has achieved relatively high economic growth, with the economic scale increasing significantly. From 2015 to 2020, the growth rate was 7.08%; from 2021 to 2023, it was 6.69%. The province consistently ranks among the top 10 localities with the highest budget revenues in the country.

The provincial economic structure continues to shift positively, with the industrial and services sectors gradually increasing their share while agriculture, forestry, and fisheries decline. In 2016, the agriculture, forestry, and fisheries sector accounted for 11.7%; the industrial and construction sector accounted for 58.3%; and the services sector accounted for 22.2%. By 2023, these figures shifted to 9.2%, 60.5%, and 22.5%, respectively.

The industrial park system has developed strongly, attracting many large foreign investment projects (32 industrial parks and 36 industrial clusters, with over 84% of the area occupied; over 40 countries and territories have investments in the province, totaling USD 37 billion).

Dong Nai is a major export hub, with products such as footwear, textiles, wood products, computers, electronics, and components. It also exports various agricultural products, including processed rubber, coffee, peanuts, and cashews.​

Dong Nai has achieved the status of a new rural province, with all 11 districts and 120 communes meeting new rural standards. One district (Xuan Loc) and 106 communes have achieved advanced new rural standards, of which 30 communes have reached exemplary new rural standards.

Dong Nai's Provincial Planning is a "Product of Collective Ingenuity"
Speaking at the conference, Prime Minister Pham Minh Chinh commended Dong Nai province, the Ministry of Planning and Investment, and other agencies, localities, and partners for their thorough preparation of the conference, which combined two important agendas: announcing the Dong Nai provincial planning and promoting investment.

Dedicating time to analyze the importance of planning, the Prime Minister emphasized that planning plays a crucial role in creating significant opportunities, with long-term impacts, and serves as an essential driver for development.

Planning must be proactive, realistic, feasible, and capitalize on the unique potential, outstanding opportunities, and competitive advantages of each region and locality.

Since the beginning of the 13th Party Congress, this work has been a key focus and has been promoted. To date, 110 out of 111 plans have been completed, appraised, and approved.

Planning serves to guide and direct development in a rapid, sustainable, comprehensive, and inclusive manner. It enables the effective utilization of space: land, water, marine areas, and underground space. Planning must incorporate innovative, breakthrough thinking with a strategic, comprehensive vision. It should be systematic, progressive, and foster development. A good plan leads to good projects, which in turn facilitate good investment and create new opportunities and values.

The planning must align with the Party's guidelines and the State's laws, while also reflecting the practical conditions of each locality, region, and the world, particularly each locality's potential and strengths. It should also consider the needs and aspirations of the people.

The Prime Minister outlined three important principles in planning: always placing people at the center as both the subject and resource, not sacrificing social equity and environmental protection for mere growth, and recognizing that resources stem from mindset, motivation from innovation, and strength from businesses and people. The planning must align with the development trends of sectors, regions, the nation, and the world.

Additionally, the Prime Minister outlined five key tasks for planning: identifying and leveraging unique potential, outstanding opportunities, and competitive advantages for rapid, sustainable development; addressing conflicts, limitations, and challenges with solutions; developing a list of prioritized projects and programs for investment attraction and economic promotion; mobilizing resources for implementation; and ensuring appropriate public oversight and participation.

Analyzing further the distinct potential, outstanding opportunities, and competitive advantages of Dong Nai, the Prime Minister emphasized that the province holds a strategic position in terms of socio-economic development and national defense; it has a population of over 3 million, a young and dynamic workforce, and great aspirations. Dong Nai is a key transportation hub, boasting all five modes of transport. It is located within the Southeast key economic region, has a proud cultural, historical, and revolutionary tradition, and possesses diverse natural advantages conducive to green, sustainable, and comprehensive development.

Regarding recent achievements, the Prime Minister assessed that Dong Nai had essentially met the socio-economic development goals and targets set, despite facing significant challenges, especially the severe impact of the COVID-19 pandemic on an industrial and densely populated province. In the first months of 2024, the province managed to recover and develop relatively comprehensively.

On behalf of the Government, the Prime Minister acknowledged, praised, and congratulated the important achievements that the Party committee, authorities, military, and people of Dong Nai have accomplished recently. These achievements also serve as a foundation to strengthen the confidence of businesses and investors.

However, the economic scale of Dong Nai has not yet matched its potential, advantages, and strategic geographical position. The quality of growth, administrative reform outcomes, competitiveness, development of specialized industrial zones, and the rate of trained workers need further improvement.

The Prime Minister commended the carefully and scientifically prepared master plan for Dong Nai, which defines key development perspectives, a bold vision, and breakthrough objectives. It also includes solutions, preferential policies, and resources for implementing the plan in the coming period.

"This is a product of the collective wisdom of Dong Nai, scientists, businesses, the people, and the entire nation. A good master plan to 'connect, integrate, and take off'," the Prime Minister remarked.

Maximizing the potential of Long Thanh International Airport

The Prime Minister outlined that to realize the master plan, Dong Nai needs to focus on executing the "1 focus, 2 enhancements, and 3 breakthroughs" strategy.

One Focus: Mobilize and effectively use all lawful resources to promote traditional growth drivers (investment, exports, consumption); and make breakthroughs in new growth drivers (green economy, digital economy, circular economy, sharing economy, knowledge economy, etc.)

Two enhancements: strengthen investment and development in human capital (raising public knowledge, training high-quality workers, nurturing talent, and ensuring social security); strengthen regional, national, and international connectivity through transportation systems, production chains, and market linkages.

Three breakthroughs: breakthrough in developing synchronized strategic infrastructure (transportation, climate change response, digital infrastructure, healthcare, education, and social infrastructure); breakthrough in promoting science, technology, innovation, entrepreneurship, and applying the achievements of the fourth industrial revolution to develop businesses, create jobs, and ensure stable livelihoods for the people; breakthrough in training and attracting talent and high-quality human resources, reforming administrative procedures, and improving the investment and business environment.

The Prime Minister directed Dong Nai to develop a detailed plan for the implementation of the master plan, ensuring compliance and consistency in organizing the execution of the plan. This must align with national, regional, and sectoral master plans.

There is a need to constantly innovate in development thinking and vision, harnessing the province's historical and cultural traditions. Dong Nai should also promote public-private partnerships, with public investment leading private investment. It is crucial to improve land clearance efforts and continue to push for investment in strategic infrastructure, especially in transportation, urban development, healthcare, education, and climate change adaptation.

The province should maximize the potential of its three economic driving zones and allocate resources to effectively and comprehensively implement its spatial development strategy. It should focus on developing key industries, high-tech industries, and transforming industrial zones towards green, digital, and circular models.

Enhancing regional, national, and international linkages, Dong Nai should leverage its role as one of the key commercial hubs of the Southeast region. The province must fully exploit the Long Thanh International Airport and the Bien Hoa dual-use airport as driving forces for developing the service sector, positioning it as a crucial economic industry.

Administrative reforms should be further promoted, and efforts should be made to improve the business and investment environment. Dong Nai should also work to improve rankings in indices like PAPI and PCI, and be well-prepared with investment projects to attract investors, especially large and potential ones.

The province must harmonize economic development with cultural, social, and environmental factors. It should also intensify environmental protection, natural conservation, and biodiversity preservation, while proactively addressing natural disasters and adapting to climate change. Dong Nai should establish biodiversity corridors and protect biodiversity conservation facilities. There should be a greater focus on afforestation, forest protection, and management, as well as the preservation of biosphere reserves.​

In particular, the Prime Minister emphasized that the province must disseminate and thoroughly grasp the master plan so that everyone understands, supports, follows, and supervises its execution while benefiting from it with the spirit of "People know - People discuss - People do - People benefit."

The Prime Minister called on localities in the Southeast region to continue effectively implementing the Politburo's Resolution No. 24-NQ/TW dated October 7, 2022, on socio-economic development and ensuring defense and security in the Southeast region through 2030, with a vision to 2045.

He encouraged solidarity, mutual support, and joint efforts to resolve inter-provincial and regional issues and to implement the regional master plan effectively. Additionally, there should be research into building funds and mechanisms to support inter-provincial and regional projects. The Prime Minister expects the provinces and cities in the region to foster a spirit of self-reliance, overcome limitations, and surpass themselves to achieve development.

For central ministries and agencies, the Prime Minister called for continued oversight and coordination in implementing Dong Nai's master plan, while collaborating with localities in the region to harness collective strength for effective plan execution. There should also be regular reviews, experience sharing, and adjustments to the plan as needed.

Dong Nai has solid foundations for breakthroughs

Regarding investment promotion, the Prime Minister expressed his sincere thanks and warmly welcomed businesses and investors who have chosen Dong Nai as their investment destination. He expressed confidence and hope that the projects would be successfully implemented, bringing practical benefits.

The Prime Minister urged businesses and investors to embrace their mission by building long-term, sustainable business strategies, fulfilling investment commitments, and cooperation agreements. Investments should be aligned with the province's orientations and priorities as per the master plan.

Enterprises should take the lead in innovation, green transformation, digital transformation, technology transfer, and apply smart management methods, while also focusing on training a high-quality workforce.

Businesses are encouraged to provide consultation to government agencies on administrative reforms, improving the business and investment environment, and reducing compliance costs. They should comply with the law, uphold business ethics, corporate social responsibility, and ensure workers' livelihoods and social welfare.

The Prime Minister called on the business community, investors, and all provincial, departmental, and local leaders in Dong Nai to promote the spirit of "three together": together listen and understand; together share vision and action; together work, win, benefit, and develop; "no saying 'no', no saying 'difficult', no saying 'yes but not doing'; once something is said, it must be done; once committed, it must be fulfilled; and once done, it must yield measurable, tangible results. This will create a new momentum for development, opening up new opportunities and values for the province and its beneficiaries.

"The State promises to always protect the legitimate rights and interests of investors, not to criminalize economic and civil relations. However, those who violate the law—such as producing counterfeit goods, manipulating the market, evading taxes—must be dealt with," the Prime Minister emphasized.  

The Prime Minister affirmed that Dong Nai's position and role are increasingly recognized in the nation's overall development strategy. The province is a crucial link in the Southeast region and a growth pole for both the region and the country.

The Prime Minister pointed out that Dong Nai possesses solid foundations that should be seized and capitalized on for breakthrough development. These include the spirit of great solidarity, a proud cultural and heroic historical tradition, a clean and strong Party organization, the support of the people, internal capacity, the determination to overcome limitations, and the support of international friends, partners, businesses, and localities.

The Prime Minister conveyed his message to the province: "What is said must be done, where we go, we must arrive, and what is discussed must be clear. With determined will and unity, we will overcome challenges and warm the hearts of the people; we will compete with the entire region and constantly strive to lead."
