Bien Hoa urban area is currently a grade I urban area, the central urban area of Dong Nai province.
Lots of potential
Dong Nai is located in the center of the Southeast Economic Region in particular and the Southern Key Economic Zone in general. Therefore, the province has many advantages in economic and social development, including urban development.
Deputy Minister of Planning and Investment Tran Duy Dong said that through research on provinces in the Southeast region, Dong Nai is the province with the highest urbanization rate. In terms of population size, by 2025, the province's population is expected to reach about 4 million people, and the province's urbanization rate will also reach 60%.
In addition to the advantage of geographical location, the driving force for urban development of Dong Nai in the coming time is also "energised" by large infrastructure projects being implemented in the province.
Long Thanh International Airport phase 1 with a capacity of serving about 25 million passengers/year is expected to be completed and put into operation in 2025. With the position of a "super" airport, Long Thanh airport is expected to create new impetus to promote the province's economic and social development, including urban development.
Along with Long Thanh airport, a series of other key national infrastructure projects are also being implemented and will be implemented in the province such as highways Phan Thiet - Dau Giay, Ben Luc - Long Thanh, Bien Hoa - Vung Tau, Ring Road 3 – HCM city.
In fact, transport infrastructure projects not only play a role in connecting traffic, opening up opportunities for economic sectors to develop, but these projects will also contribute to expanding development spaces in the region. There is space for urban development. Therefore, to take advantage of the above opportunities, Dong Nai is also focusing on the development of urban areas in the province.
According to provincial leaders, in the period 2021-2025, Dong Nai will focus on developing 5 urban areas in the province including: Bien Hoa City, Long Khanh City, Nhon Trach, Trang Bom and Long Thanh district. Towards the goal of sustainable urban development, the province will strengthen planning management and supervision of the implementation of urban construction and development planning in accordance with the provisions of the law. Simultaneously, step by step improve design and planning quality, modernize construction techniques to international standards.
At the same time, Dong Nai will also mobilize social capital sources for the development of housing funds, promote the implementation of the project on development of social housing funds in the province, focus on building housing areas, develop housing services for low-income workers in densely populated areas and have many industrial zones. Pay attention to the implementation of programs to support and create conditions for people with meritorious services, the poor and ethnic minorities to improve their housing. Paying attention to expand people into rural areas, invest in traffic infrastructure to avoid traffic jams like big cities have encountered.
Prioritize the completion of plans
In economic and social development in general and urban development in particular, planning plays an extremely important role. Because this is the "drawing" that shapes the steps and development steps of an urban area towards the goal of sustainable development, improving the quality of life for urban residents.
Bien Hoa city is a grade I city and is the political, economic, cultural and social center of the province. According to the general planning project of Bien Hoa City approved in 2014, Bien Hoa City is divided into 21 subdivisions. Currently, Bien Hoa City is also speeding up to prepare and submit subdivision planning projects for approval in the area. Along with that, in order to match and meet the actual development needs, Bien Hoa City is currently coordinating with the provincial authorities to make adjustments to the general planning of Bien Hoa City.
Mr. Truong Vinh Hiep, Head of Urban Management Department of Bien Hoa City, said that in the process of making adjustments to the city's general planning, there will be a review, research and supplementation to adjust to the current reality as well as future development.
Similarly, at present, the People's Committee of Nhon Trach is also coordinating with the provincial authorities to adjust the general planning of Nhon Trach new urban area to 2035 with a vision to 2050. In fact, the Nhon Trach urban development over the years has not met the initial expectations. Therefore, the adjustment of the general planning is a necessary step to reshape the development direction for Nhon Trach new urban area.
In April 2022, the People's Committee of Long Khanh City officially announced the Master Plan of General Adjustment and Land Use Planning of Long Khanh City. Accordingly, Long Khanh City has set a goal to reach grade II urban area by 2025 and develop in the direction of green - civilization - safety - modern.
To achieve this target, Long Khanh City will prioritize investment in developing a modern transport system to ensure synchronous connectivity; Focus on investing in important breakthrough projects associated with regional connectivity and linkage, creating spillover effects, promoting economic growth in association with ensuring national security.
"Own" the Long Thanh super airport in the area, so in the Long Thanh urban development orientation, the airport city model will be the focus of the local urban development strategy.
According to Chairman of Long Thanh District People's Committee Le Van Tiep, Long Thanh has an area of nearly 43.1 thousand hectares, including Long Thanh Town and 13 communes, has many favorable conditions for the development of commercial services, industry, tourism, urban...Long Thanh district has many strengths such as: vast land, valuable exploitation and use for many different purposes; The system of highway connecting the region is convenient.
Long Thanh District's goal is to build and upgrade to a grade IV city by 2025 and a grade III city by 2030. At the same time, by 2030, Long Thanh will basically become an industrial district. To develop, by 2040 to become a modern urban-industrial center, a center of international high-quality trade and services, and a sustainable agro-forestry region.
Currently, Long Thanh district has coordinated with provincial authorities to develop a construction planning for the H.Long Thanh area to 2040, with a vision to 2050 and is collecting opinions from people and experts to complete.
Meanwhile, for Trang Bom urban area, the goal is to turn Trang Bom urban area into a town by 2025. Located adjacent to the central urban area of the province is Bien Hoa City, Trang Bom urban area is also a town which has a lot of potential and advantages for development. According to the planning goal, Trang Bom urban area will be the economic - political - social center and security and defense of Trang Bom. Being an important traffic hub of the province; commercial center - services for industrial parks, warehouses and transit traffic. Trang Bom urban area is also planned into 5 residential areas.
