Timely inspection and correction

After analyzing and pointing out many criteria in the ranking of the province with the weak provinces and cities across the country, the Provincial People's Committee has implemented many synchronous measures, and at the same time requested leaders of departments, branches and localities must take action to improve. Specifically, the Department of Home Affairs has strengthened the inspection of the implementation of official duties at district and commune level units. Test plans are made without prior notice. The content of the examination focuses on the consciousness and responsibilities of officials and civil servants, especially the heads, and the quality of handling administrative procedures for people and businesses.

Through the inspection in the wards and communes, the status of cadres coming to work late at the dossier-receiving and result-delivering section and in other parts of the Ward and Commune People's Committee is still appear. There is a status quo where the staff at dossier-receiving and result-delivering section leave their duty positions because they are busy in meetings without reporting, and not arrange a replacement person on duty. There are district-level units, through the examination, they do not arrange staffs at dossier-receiving and result-delivering section, but receive document directly at the units. These shortcomings and limitations have been prompted to take remedial measures.

Under the direction of the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee Cao Tien Dung, 100% of district-level units and about 50% of wards and communes will be focused on inspecting the implementation of public service rules and the quality of administrative complaint settlement. In addition to checking for units to strengthen their responsibilities to serve people and businesses, strictly comply with regulations on working hours, they also guide cadres and civil servants to receive and process dossiers and procedures comply with regulations and time

In Long Khanh City, the Department of Home Affairs organized many inspections on the implementation of official duties at the dossier-receiving and result-delivering section in wards and communes. In addition to direct inspection, with modern technology, city leaders can check through the file processing system, through the camera directly connected to all dossier-receiving and result-delivering section of the ward and commune. During working hours without an official on duty, the leader of the ward or commune must explain the reason. Or on the system of receiving and handling dossiers, which ward, commune or department has a higher rate of late application, must explain the reason.

Consider emulation if not done

Regarding institutional reform, the Provincial People's Committee assigned the Department of Justice to continue carry out the self-assessment of the field, and at the same time, when the assessment organizations about the province must achieve 90% or higher. As for the Chief of Office of the Provincial People's Committee Nguyen Kim Long, the field of administrative procedure reform has a wide scope and involves all departments and branches, from the province to the commune. Therefore, the Office is drastically controlling administrative procedures, dossier-receiving and result-delivering section and inter-agency sectionthroughout the province. The Office strengthens the responsibility of the lead agency and the coordinating agency, striving that by 2022, 96% of administrative procedures will be resolved on time, 100% of complaints and petitions on the Provincial Public Service Portal will be resolved in a timely manner

By the end of August, Dong Nai is one of the localities assessed by the Government to have a high disbursement rate of public investment compared to the national average. Recently, the Government has also allocated over VND 850 billion of medium-term investment capital for the period 2021-2025. Currently, the Department of Planning and Investment continues to solve difficulties in documents and procedures to speed up the project implementation process.

​At the recent conference on administrative reform, Chairman of the Provincial People's Committee Cao Tien Dung suggested that departments, branches and localities must be more drastic with the tasks set out in improving the assessment of the business investment environment, the operation, serving the people and businesses. The contents and tasks have been assigned to each department, branch and locality, so the level of completion will be included in the assessment of the public service and the level of task completion. To do well, it is necessary to maximize the sense of responsibility of each cadre and civil servant, especially the head. Must continue to tighten administrative discipline, civil service rules, strictly comply with the regulation not to use alcohol during working hours or on lunch breaks.

Head of the Legal Department of the Vietnam Federation of Commerce and Industry Dau Tuan Anh said that Dong Nai is a developed industrial province, but it is showing signs of slowing down due to many subjective and objective reasons. The province has a lot of room for new development but needs to improve the business investment environment to attract more high-quality investors, especially when Long Thanh International Airport comes into operation, highways, seaports are complete and better connected. Must spread the spirit of putting people and businesses as the center of development.
