The people’s committee of Dong Nai Province announced the work program assigned by the provincial Party committee to be implemented in quarter I/2005.

1. Based on tasks and norms assigned by the Government for 2005, based on resolution of the Provincial Party committee and People’s Council, Directors of service, branches and Chairmen of People’s committees of Districts, Town and Bien Hoa city shall build concrete plans for the dissemination of 2005’s essential tasks at once, at the same time have plans for checking task implementation by dependent villages, wards and townships.

2. Meeting to sun up 12 years’ formation and development of industrial zones and attraction of foreign investment in the Province: the steering is responsible for making a complete summing- up report and organizing the meeting, at the same time drawing experience to intercity investment activities and attract more domestic and foreign investment capital.

3. The provincial Service of Construction, in coordination with relevant services, braches and units, shall elaborate a project for adjusting the new general urban planning of Nhon Trach for the provincial People’s Committee to submit the provincial Party Committee the government and the Ministry of Construction for approval.

4. The provincial service of communication and transport, shall expedite the completion of formalities for basic construction to implement key works (bridges and road 765 and 769; national route 1 via Bien Hoa city); the service shall who continue to work with the Ministry of Construction and Transport about the size of a BOT project to upgrade national route 1K. The people’s committees of Thong Nhat and Cam May Districts shall form on directing the building of administrative offices for these districts.

5. The province service of Trade and Tourism, in coordination with People’s Committee of districts, towns and Bien Hoa City, services and branches, shall direct the move or dissolution of market which violate road protecting corridors and are inappropriate with planning. To speed up commercial activities inside and outside the province and help enterprise to look for information, expand markets and increase exports. To focus on the building of infrastructures outside tourist center and resorts according to the planning. To intensify propaganda, appeal to economic sectors to invest in tourist resorts in the province. To complete a report on the assessment of tourist development in the Province and on tourist organization and implementation solutions for 2005 and the period 2006 – 2010, to sent to the provincial people’s committee before 13.05.2004 to be forwarded timely to the provincial Party Committee.

6. The Provincial Service of Agriculture and Rural Development, in coordination with the economic section of the provincial Party Committee, shall make a report assessing the actual state of agriculture and the countryside in the Province and solutions to intensify rural industrialization in 2005 and the period 2005-2010.

The service shall create favorable conditions and provide sufficient means to prevent epidemic diseases harmful to cultivations and livestock, especially poultry flu and to develop aquatic cultures; It shall complete the building of irrigations works, which started in 2004, carry out a close direction to guarantee water timely for living needs and cultivations in the dry season, in the short term for the 2004-2005 winter-spring crop.

Control shall be carried out intensively to prevent forest fires and ensure success to the national program of rural environment hygiene, the agricultural mechanization program and the application of biological applications in agriculture.

7. Service of Education and training shall sum up results in semester 1, disseminate the program for semester 2, and heighten teaching and study quality much more in association with the timely dissemination of the plan for heightening comprehensive education quality in high school in the Province for 2005 and the period 2006-2010.

8. The Service of Internal affairs, in coordination with services, branches, people’s committees of districts, towns and Bien Hoa City shall disseminate and implement resolutions of the 3rd meeting of the provincial People’s Council about the administrative and office staff at all levels for 2005, regions and policies for state officials and employee in villages, wards, townships, hamlets and blocks in the Province according to decree no 121/2003 ND-CP dated 21.10.2003 of the government; state structure for specialized agencies of people’s committees of the Province, district, towns and city according to decrees 171/2004/ND-CP and 172/2004/ ND-CP dated 29.09.2004 of the government.

The Service shall also disseminate and administrative reform toward the “one-door mechanism” for the Service of Labour, War Invalids and social welfare, the districts of Thong Nhat, Cam My and Vinh Cuu, and villages, wards and townships in the Province.

9. The Health Service, in coordination with services, branches, people’s committees of district, towns and Bien Hoa city, shall focus on the efficacious prevention of epidemic diseases in the dry season, organize the Viet Nam Physicians’ Day (27 Feb) well.

10. The steering committee for important anniversaries shall build concrete programs for commemorating important anniversaries in 2005.

11. The Provincial Police and Military Command shall sum up the implementation of tasks for 2005, disseminate protection plans for February 3rd anniversary, the New Lunar year’s Day Festival, guarantee political security, social order and safety, at the same time focus on preventing and fighting criminal crimes, prostitution, gambling, drugs, counter feats, smuggling, fires and explosions and traffic regulation violations, by

Applying severe penalties to delinquents the military command shall ensure that the recruitment shall attain its norms, be completed on time and safely, sum up results of implementation of directive 09-CT/TW dated 06.03.2002 of the party central committee secretariat and the law on complaints and denouncement, sum up one year’s results of implementation of resolution no.08/NQ/TW of the party central committee on strategies for national defense bases on fundamental and instruction of the Nation security study section (under the party political bureau). The police shall also disseminate for implementation a resolution No.40/NQ-TW dated 08.11.2004 of the Political Bureau about “Heightening Police activity quality and efficacy in face of the new situation, hold courses to improve knowledge on maintaining social security and order for village and district officials.

12. Directors of services, branches and people’s committees of district, town and Bien Hoa City shall focus on directing the implementation of tasks for a successful New lunar year’s Day Festival (“Year of the Cock”): full supply of traditional goods for the Tet, intense market control, limitation of counterfeit, smuggled and bad quality goods, price control, rearrangement of trading point, market stability, and social security and order; sufficient cash available for the payment of salaries for the Tet, To heighten service quality and have personnel on 24 hour – duty during the Tet in hospitals, district medical centers and village medical stations, intensify control and apply serious penalties in cases of food hygiene and safety violation (especially in production firms, slaughtering points providing food for the Tet). To organize cultural, artistic and sportive event on the occasion of the 75th anniversary of party formation and New Lunar Year’s Day Festival (“Year of the Cock”); enhance and heighten the quality of traditional cultural activities and bring them to remote and minor race populated areas. To organize interesting and safe tours and recreations in multifarious forms for people. To organize visits and gift donation to preferential – policy beneficiaries, ethnic minorities, inhabitants in former revolutionary bases; make propaganda for all social strata to enhance the traditional mutual assistance spirit, help poor families, support less old people and homeless unfortunate orphans to ensure a merry Tet to each person and each family.
