Since 2003, in implementation of the Resolution No. 20/NQ of the Politburo, Provincial Committee of The Party directed the Provincial People’s Committee to build the contents and signed agreements on associated social-economic development with Ho Chi Minh City. 15 provincial services and bureaus have signed cooperation agreements on many fields and in the first steps have implemented important projects related to the Province and the City. They are  the constructions of bridges and roads from District 9 (Ho Chi Minh City) to Nhon Trach (Dong Nai province); accommodations for students; a TV broadcasting station ; coordinated training for doctors and nurses; investment in the production of components for car assembly and opening of markets to consume food and farming products. Especially, a project is being implemented for the protection of the Dong Nai basin environment.

According to an evaluation by the Provincial Party Committee leaders, in fact these activities are still theoretical and not concrete so the efficiency has not met the objectives yet. Mr. Le Hong Phuong - Standing Deputy Provincial Committee Secretary submitted the following petitions to the delegation: It is necessary to draw up a plan for regional social-economic development to expand the social-economic development space between Dong Nai and provinces in the southern key economic zones; the relevant ministries and Central Departments are requested  to study and plan to section specific field to each province as well as regularly examine, instruct and assist the implementation in order to remove difficulties that may arise in the reality. In the short term, in the field of the environment protection, it’s important that government office, the Ministry of Resources and Environment as well as ministries and central departments draw up concrete plans for the coordinated protection of Dong Nai River Valley in accordance with the proposal of Provincial People’s Committee.

In his statement at the meeting, Head of Department Tran Trac judged that: “Dong Nai needs to take more initiative in cooperation with Ho Chi Minh City. As a number of central agencies are located in Ho Chi Minh, the initiative cooperation with Ho Chi Minh also means the cooperation with central agencies to promote Ho Chi Minh into a major economic-cultural centre of the whole country and from there the City “shares its ardor” to other provinces and cities in southern key economic zone.” The Head of Department also noted down the petitions of Dong Nai Province to sum them up and submit to Politburo in order to help Dong Nai remove difficulties in signing cooperation agreements with Ho Chi Minh City in the coming years.
