The Congress listened to and collected the contributive ideas given by the representatives of all classes of people in the province. The Congress was agreed that propagandizing, rallying and convincing all classes of people and the representatives from the ethnic groups and religions of all levels of Fatherland Front Committees have shown some improvement and achieved high efficiency over the past 5 years. Promoting the patriotic emulation movement and the movements initiated by Vietnam Fatherland Front Committee –especially "For the poor" and "All people unite in building a cultural life in residential areas" has contributed to bringing the resolutions of the Party, People's Council and Fatherland Front Committee into life. It is necessary that the Committee be active to participate in drafting legislation, legal documents, mechanisms and policies which serve the people’s life and are trusted by the people, engage in solidarity activities, rally and call for people to heighten their awareness of the pride of the country, develop democracy, build the solidarity bloc among ethnic groups, religions and all classes of the people in the province...

Therefore, it is necessary to help the staff, the members of the Party and the people raise their awareness of Ho Chi Minh ideology and the Party’s guidelines, viewpoints and policies on the people’s solidarity with the intention of strengthening and expanding the solidarity bloc as Uncle Ho said: “Solidarity, solidarity and big solidarity – success, success and big success”. The Fatherland Front Committee and its member organizations have to improve the status, roles and prestige, continue to collaborate with the Party Committees and local governments in developing the economy and combining progress with social justice, promote the planning and staff training. All levels of Fatherland Front Committee and member organizations must continue to do research on the form of operation in accordance with the reality, to effectively conduct the campaigns: “All people unite in building a cultural life in residential areas” and “Day for the poor” which are associated with the emulation movements according to the motto “Build 4” and “Remove 4”. To fulfil its function as a supervisor and critic – at first – all levels of Fatherland Front  Committee should exercise close supervision...
