Chairman of the provincial People's Committee – Vo Van Mot – delivers a speech at the meeting

After having been implemented for one year in three localities – Long Khanh town, Long Thanh and Xuan Loc districts – results show that the operation of delegate groups is different from that before the pilot program was implemented. This can be seen through the smooth and more efficient operation of delegates and delegate groups. Under the regulations, delegates meet with the people and voters in all seriousness. Apart from meeting the people and voters of each election precinct, delegate groups hold special-subject meetings in which they can get voters’ in-depth opinions, comments and proposals. Delegate groups have actively combined the dissemination of the law and resolutions of the provincial People’s Council with their meeting the people and voters. The supervision of delegate groups is without precedent but they have, with responsibility and activeness, made supervision go smoothly. As a result, Long Khanh delegate group has conducted 4 supervision sessions and made 26 proposals, Long Thanh group 4 supervision sessions and 35 proposals and Xuan Loc six supervision sessions and 35 proposals.

However, during their implementation process, supervision groups are faced with some problems. Not all the members of the delegate groups are present at most of their supervision sessions. Thus, the Vice chairman of the provincial People’s Council – Huynh Chi Thang – stressed that each delegate of the provincial People’s Council is required to raise their awareness of, fully grasp and master the government’s guidelines, policies and law and to strongly promote the operation of the pilot groups of delegates.
