The 20th Congress of Dong Nai Party Executive Committee (8th term): determined to achieve targets and fulfill tasks in 2010 adequately

July 14, Dong Nai Party Committee held the 20th Congress of Dong Nai Party Executive Committee (7th term). The congress mainly revolved around the evaluation of the implementation of Resolution no. 15-NQ/TU by the provincial Party Committee in the first half of 2010 and of the work program in the second half of 2010. Member of the Central Party Committee and Secretary of Dong Nai Party Committee Tran Dinh Thanh presided over the meeting.

Meeting

Levels of Party Committee, with great efforts and determination, played the role of a leader and director in the process of implementation of the Resolution no. 15-NQ/TU by the provincial Party Committee, said delegates.

The economy kept high growth over the same period last year: GDP rose by 13 percent; budget revenues reached 57 percent by comparison with yearly estimates, up 25 percent over the same period; calling for domestic and foreign investment showed positive results; foreign investment attraction represented 40.7 percent according to resolution targets; that the “Buy Vietnamese Goods” campaign were launched and implemented effectively helped to better exploit home market and expand rural market.

In the fields of culture, education, sports, health, employment creation and social policy implementation, things changed for the better.

Similarly, political security and public order and safety were maintained and calling for the people to join hands in bringing the poor, ethnic minority people and government policy beneficiaries a better spiritual and materialistic life during last Lunar New Year holidays produced good results.

The congress was centered on the Party building work, especially preparation work for the Party Congress at all levels and the 11th National Party Congress.

However, economically there existed problems. For example, the CPI for some types of goods and services surged; extended dryness and heat affected agricultural production activities; the implementation of Decree no. 69/ND-CP faced challenges; strike occurrences in industrial parks soared dramatically over the same period last year; few new members were admitted to the Party.

Delegates had a discussion, performing analysis of existential weaknesses, putting forward solutions to implementing resolutions in the second half of the year successfully.

Addressing the congress, Mr. Tran Dinh Thanh laid an emphasis on five key tasks to be implemented in the second half of the year: to find out advantages and disadvantages, to work out workable solutions, to have key tasks specified, to enhance management and to perform close inspection; to encourage businesses to improve their technology and competitiveness, to promote trade, to expand export markets and to successfully implement the “Buy Vietnamese Goods” campaign; to mobilize resources to carry out the “Build New Rural Areas” project and to adjust capital ratios and provide sources of capital sources for major and urgent projects having a big impact on the province’s socio-economic development; to successfully carry out social security policies, to facilitate poverty reduction programs and to enhance administrative reforms; to continue assisting leaders in improving their leadership abilities and grassroots Party organs in increasing their fighting power.

All officers, Party members and people in the province ought to lift up the spirit of solidarity, seize opportunities, overcome difficulties and be determined to achieve targets and fulfill tasks in 2010 with the aim of forming a solid foundation to successfully implement the resolutions by the 8th Congress of the provincial Party Committee, requested Thanh.
