In 2005, in the whole Province, 7 Party cells were organized in private enterprises and foreign-invested companies with 39 Party members, raising the total number of Party cells in private enterprises and foreign-invested companies by 81 with 1502 party members. Also In 2005, 82 local trade unions were established with 13933 members; 13 youth union branches with 227 members and 4 youth association branches with 509 members were also organized in the same year. In general, the activities of the Party organizations and unions in private enterprises and foreign-invested companies gradually promote their roles and functions. A number of enterprises, especially foreign-invested ones, showed their consideration and created favorable conditions for these organizations. However, some of enterprises did not want to establish party organizations and unions although they meet conditions to do so and the movement of campaigning, persuading enterprise leaders, especially ones of 100% foreign-invested enterprises, had some particular shortcomings. Even when there were already party organizations and unions in private enterprises and foreign-invested companies, the activities of these organizations depend mainly on the production and business situation. Besides, when there were labor disputes, the trade unions cannot promote its role to protect the legal interests for the employees.
Giving directions at the meeting, Mr. Le Hong Phuong, Standing Deputy Secretary of Provincial Party Committee requested the Steering Committee to implement Directive 07 of the Politburo on intensifying the movement of building up the Party and unions in private enterprises and foreign-invested companies; he also asked the localities to check the number of party members, youth union members who were working at private enterprises and foreign-invested companies and intensify the movement of campaigning and propagandizing so that enterprises which meet conditions for the formation of party organizations and unions will immediately to do so. In addition, the improvement of activity quality of party organizations and unions had to be given considerations and examined by executive committees of party hierarchies and local unions to prevent the establishment from formalism.
