Within high spirit of responsibility, the Executive Committee of the provincial Party pay attention to discussing and approving numerous important contents, which include the targets, missions and solutions for the party committees and the government at all levels to successful achieve the missions of socio-economic development, national defense and security in 2016.
Speaking at the summarizing session of the conference, Secretary of the provincial Party Committee Nguyen Phu Cuong emphasized that, 2016 is the first year to implement the Resolution of the 10th provincial Party Congress, also the year when Dong Nai as well as the country joins the world’s integration, which brings along great opportunities but even greater challenges. In order to successfully achieve the objectives and targets of the Resolution 2016, the party committees at all levels must focus on implementing 4 key missions and 7 important solutions. Firstly: building mechanisms to attract investment in social infrastructure projects and services to improve the quality of life; which include prioritizing the implementation of clean water provision project at rural areas to serve the local people and cultural institutions for laborers. Secondly: focusing on reviewing and manipulating the mechanisms and policies of the Central and commitments on implementing free trade agreements with foreign partners to build a system of solutions to provide long-term supports to enterprises. Thirdly: focusing on directing the summary of the People’s Council’s term VIII’s activities and preparing for the election of the National Assembly term XIV and the People’s Councils at all levels, improving the quality of Q&A session at the People’s Council’s meetings. Fourthly, implementing the Project to raise the exemplary vanguard role of party members, especially key cadres at all levels and leaders in cultivating and training moral and living qualities, and in implementing the assigned responsibilities and duties.
In order to successfully fulfill the 4 key missions, the entire province must focus on implementing 7 important solutions. The Party committees at all levels, Party management board, appointed party committees, leaders of departments, sectors, associations must urgently review the results of 2015, and based on such results, to determine the key missions; regularly carry out inspection and timely urge the implementation process with the highest political determination, striving to fulfill and exceed all objectives and targets set forth in 2016. Focusing on directing and ensuring the balance of investment capital resources provided to key projects in the province; positively implementing compensation plans, resettlement supports and rearrangement for residents whose lands are recovered; accelerating the construction progress of the projects. Coming up with solutions to overcome difficulties, create favorable and open conditions to enhance production and business activities, promote investment, improve the competitiveness of enterprises; focusing on achieving the objectives of building new rural areas in communes and districts applying in 2016, in association with improving the quality of new rural communes in accordance with advanced criteria.
Accelerating the work of administrative reforms which focus on administrative procedures, especially those directly related to investment, production and business development projects. Continuing to unanimously implement solutions of fundamental and comprehensive innovation in education and training in accordance with the provincial Party Committee’s Plan. Enhancing and innovating the leadership of the Party in the mass agitation work. Focusing on studying and thoroughly grasping the Resolution of the 12th National Congress of the Party, the Resolution of the 10th provincial Party Congress to all cadres, party members and people, considering this as a deeply political activity within the Party and the strata at all levels.
The Secretary of the provincial Party Committee expressed his belief with high agreement and determination that, in 2016, the Party committee and government at all levels and the people continue to promote the achievements; unite to overcome difficulties and challenges, efficiently deploy all resources and take development opportunities; accelerating patriotic emulation movements, successfully achieve targets and missions set forth in 2016 together with the army and all people of the province, creating a solid premise for effective and comprehensive implementation of the Resolution of the 10th provincial Party Congress right at from the beginning of the term.

The 3rd conference of the Executive Committee of the provincial Party term X determined the objectives and mission and major solutions of the provincial Party in 2016. As for the economy: the economic growth rate (GRDP): to increase by 8 – 9% compared to 2015; GRDP per capita to reach 3,300 – 3,350 USD; export turnover to increase by 10 – 12%; the total investment capital for social development in 2016 to reach 75,000 – 78,000 billion dong; at the end of 2015, the province to have 2 more districtual units and 20 communal units that meet the standards of new rural areas…
As for social welfare: to reduce the natural population growth rate of 2016 to 1.08%; reduce the poverty rate (in accordance with the province’s poverty standards of 2016 – 2020) to 1%; reduce the unemployment rate in urban areas to 2.48%; increase the proportion of the population participating health insurance to 75%; the number of doctors over 10 thousand people is 7.2, the number of patient beds over ten thousand people reaches 26; the proportion of urban residents to use clean water reaches 99%, the proportion of rural residents to use clean water reaches 56%.
