Dong Nai province to put a “spotlight” on building new rural areas

After 5 years of implementing the national target of building new rural areas (NRAs), with the leadership and direction of Party Committee and government at all levels as well as the positive response of all people in the province, Dong Nai’s rural areas have witnessed significant changes.​


Up to the present, Dong Nai is among the localities that have completed the most NRAs in the country. Two districtual units including Xuan Loc and Long Khanh town are the first ones to complete the NRA program in the country; by the end of 2015, Thong Nhat district also got the recognition as a NRA and Long Thanh and Nhon Trach districts also met the standards of NRA.  
Exceeding the targets of the Central Resolution
As an industrial province, agricultural sector only contributed 6% to provincial GDP, but Dong Nai has 60% of local people living in rural areas. Farmers have always been through hard living conditions and exposed to risks, which require the special attention and supports from the government. Based on that perspective, in 2007, the Party Committee of Dong Nai province promulgated the Resolution on building new rural areas with 4 key factors including: improved living conditions; synchronized socio-economic infrastructures; good cultural life, security and safety; stable ecological development. This is the prerequisite for Dong Nai to begin the implementation of the national target of building NRAs in accordance with the Central Resolution.

With the top target to increase income and improve living conditions, Dong Nai has switched the method of production from small scale to centralized scale in association with consumer market and it has established intensive farming areas on a large scale. Application of science and technology in production has been deemed a breakthrough approach to increasing income and gradually improving the living conditions of farmers in rural areas.

In order to support farmers in improving production, when starting building NRAs, the construction of infrastructure systems such as: power, traffic, irrigational system... was prioritized for investment in order to serve the production needs and living conditions of farmers. “9 years ago, Sapi hill was deserted, people’s living conditions were very harsh. However, after the implementation of building NRA program, the Government made investment in power system, asphalt and concrete road construction…, which has created favorable conditions for development in this area. As the same time, when the local people implemented the restructuring of crop production, Xuan Loc district supported 30% capital to invest in the water-saving irrigation system, seedlings, fertilizers… Thanks to the practical supports, my family successfully implemented the restructuring of crop production. Up to now, with 4 ha of mangos and tangerines, we are able to earn 1 billion/year”, said Hoang Van Dam, a farmer of Xuan Bac commune, Xuan Loc district.
The establishment of intensive farming area of high productivity on a large scale, combined with the application of science and technology has help farmers increase their incomes. At the end of 2015, the product value per 1 hectare of crops and aquaculture reached approximately 105 million dong/ha (increasing by 23% compared to 2011). Based on that, the average income in rural areas reached approximately 36 million dong/capita/year in 2015 (increasing by 59% compared to 2011).
Farmers’ living conditions have been improved significantly, the “owners” of rural areas are now more eager to contribute their labor and property to the building of NRAs. Thanks to that, Dong Nai has made huge steps forward in the process of building NRAs. According to the Central Resolution, until 2015, each locality must have 20% of communes meeting the standards of NRA (which must be 50% until 2020), whereas at the end of 2015, Dong Nai had 91/133 communes recognized as NRAs (reaching over 68%).
Sticking to the people’s needs to achieve targets
According to Director of Agricultural and Rural Development Department Pham Minh Dao, “the key” to be successful in building NRAs of Dong Nai province is sticking to the people’s needs.
In order to encourage the people to unanimously contribute to the building of NRAs, Dong Nai province requested all organizations, associations and especially all leaders to closely listen to and understand the needs of people, fully explain the important role of the people in the building of NRAs. More especially, after determining the importance of leadership, localities made every effort to replace irresponsible officials. “During the inspection and supervision, any official who fails to comply with the requirement and fulfill assigned tasks will be replaced with a more capable one or transferred to another position. The district also paid close attention to the commendation and rewards for officials and people who made significant contribution to the building of new rural areas to generate the motivation and cultivate the spirit of everyone…” said Ms Nguyen Thi Cat Tien, Standing Deputy Secretary of districtual Party Committee of Xuan Loc district.

Thanks to the breakthrough in the work of cadres, Xuan Loc district has made huge steps forward in building NRAs. Such communes as: Lang Minh, Xuan Hung, Xuan Tam used to be “far behind” in building NRAs, but thanks to the replacement and rotation of irresponsible cadres with capable ones who are as good as their words, these localities made every effort to help Xuan Loc become the first district in the country to meet the standards of NRAs.
 “The people are the main objects and also beneficiaries in the work of building NRAs”, this has been the lodestar in the implementation of NRAs in the province. Based on this, the role of the people was promoted, which encouraged all citizens to contribute to the building of NRAs.
During the process of building NRAs, Quang Bien hamlet, Quang Tien commune, Trang Bom district has more than 6km of inter-hamlet asphalt paved road, many routes of which was wholly contributed by the local people. According to Mr. Nguyen Van Duc, chief o Quang Bien hamlet, this significant results were achieved thanks to the transparent processes which were fully publicized to all people to follow and give feedbacks. “On starting the construction of any route, we conducted 3 meetings with the local people. The meetings also were attended by the government, contractors and all local people. All contents including scale, total capital for implementation were discussed to get feedbacks from all participants. Consequently, the projects got the warm response and contribution from the local people. When the construction was completed, the hamlet conducted a conclusion meeting to publicize the cost to all local people.” said Mr Duc.
The practical building of NRAs in the province has proved that the role of ownership and supervision of the people is the key to the success in building NRAs. This was clearly expressed through the contribution of the local people after 5 years of building NRAs. Accordingly, the province mobilized more than 176,000 billion dong to invest in rural areas, in which the State’s budget accounted for nearly 11%, and the rest was contributed by the local people and enterprises.
5 years is not a long period, bụt it can be said that the movement of building NRAs has created a new image of rural life which day by day develops toward modern. However, the results achieved still are not satisfactory, because as determined, building NRAs is a long process which is aimed to create new economic, social and cultural values as well as a suitable environment the meets the needs of the society in the context of industrialization and modernization of the country. Therefore, in parallel with building NRAs. Dong Nai has deployed the post-program of NRAs with the target to improve the ratings of the criteria towards “improving quality, increasing quantity” in building NRAs. “Although the process of building NRAs is not fully completed, the province has deployed the post-program of building NRAs. The province has finished the establishment of the criteria of the pros-program and required all qualified districts and communes to continue to maintain and gradually improve the ratings of all criteria”, said Mr. Pham Minh Dao.
Accelerating the application of science and technology in agricultural production
Until 2015, the province had 8 models receiving VietGAP’s certification with more than 162 ha of areas and GlobalGAP certification with more than 12 ha of vegetables, bananas, pomelos, guavas, mangos, rambutans, soursops and black peppers. Especially, Dong Nai is the first province of the country to successfully researched and widely applied the water-saving irrigation systems in combination with fertilization through pipelines which is applicable to many kinds of plants on different terrains, which contributes to dramatic cost savings (in terms of water, time, fuel and labors), increase productivity and efficiency in production. As for breeding sector, there has been a significant improvement in selecting breeds, nearly 100% of pork and chickens raised from new breeds have high productivity and low feed consumption rate.
