From the 9th to the 12th of December, The Provincial PC Term 8 held the 16th meeting sessions as the annual year end session. Mr. Tran Van Tu - Chairman of Provincial PC and Mr. Pham Ngoc Tuan – Standing Member of Provincial PC presided over the meeting session.
This session focused on assessing the situation and result of the objectives and tasks in 2015 in pursuant to the Provincial PC’s Resolution; determining the objectives and tasks for Socioeconomics and Defense Security in 2016 and the 2016 – 2020 period. The session also considered promulgating some thematic solutions in some fields in accordance with practical needs, which allow Provincial People’s Committee to steer and operate performing the objectives of local Socioeconomics development and Defense Security assurance in the near future.
In this session, Mr. Nguyen Phu Cuong – Provincial Party Committee Secretary stated that this was an important session to cover and determine a lot of contents relating to the evolution. Mr Cuong suggested that every commissary show their responsibilities as a People’s commissary, take part in discussion to fully assess the consequences from the management, execution and performance all the objectives in every fields; and at the same time, clarify the difficulties and limitations and give the resolution for that in the near future, but first, clarify the reasons why the actual Socioeconomics targets did not reach the planned target that Provincial Party Committee and People’s Assembly set in the 2011 – 2015 period, and also some difficulties and limitations in management.

For the Socioeconomics tasks in the 2016 – 2020 period and in 2016, Provincial PC’s Resolutions should stick to the 10th Provincial Party Committee’s Resolutions and concretize them. For the thematic submitted in the session, commissaries should study throughout every aspect; discuss to clarify each problem to give the exact and objective resolutions.
For the operation of the PC in the near future, the coordination regulations among PC party, National Assembly’s Delegation, Central Commitment for People’s Committer and Provincial Vietnam Fatherland Front Committees should be developed and promulgated. Developing an equal relation and close coordination among PC standing members, Provincial PC departments and related agencies, facilitating each party to well perform their functions and duties in accordance to the provisions of law; and at the same time, helping each other to improve their quality and efficiency step by step complete the Socioeconomics tasks successfully, assure Local Defense Security.
Mr. Nguyen Phu Cuong said that 2016 is the final year of the Provincial PC term 8, so the PC need to focus on leading to complete the review and evaluation of the 2011 – 2016 period, learn from experience in the good and effective works, the difficulties and limitations in implementing functions and duties to keep it up or find the way to overcome the problems in PC in the new 2016 – 2020 period.
After the 2 days, the commissaries were provided with the information about Provincial PC’s operation, the Socioeconomics and Defense Security status in 2015; the guide and solution for the objectives and plans in 2016 by Provincial People’s committee’s leaders; notification about participating in government building by Provincial Vietnam Fatherland Front Committee. The session also ratified reports about 16 important contents to be considered as resolutions. Commissary spent a long time at the meeting hall discussing about the submitted contents in the session, which were: Focusing on considering and completing the targets a objectives in 2015 and the 2011 – 2015 period; enlisting the objectives and solution for Socioeconomics development and Defense Security in 2016 and the 2016 – 2020 period. The commissaries also discussed and evaluated and gave ideas about the main topics submitted in this session, such as Public investment result in 2015 and the Public investment plan in 2016; Planning on exploration, exploitation and use of mineral in the 2016 – 2020 period, vision to 2030; adjusting Provincial environment protection project to 2010 and orientating to 2020; Charging station location project and Highway No. 319 investment project charging fee; Dong Nai province forest development and protection plan in 2016 – 2020 period; Some supporting policy on developing small industrial zones in the province in 2016 – 2020 period.
The Question & Answer session with the Leaders of Provincial People’s Committee and other departments about the contents that got attention from many commissaries took place on December 10th, having a lot of hot issues which were answered satisfactorily.
The 16th session continued to ratify the other resolutions and ended on December 11th.
