The meeting heard the report on deploying the program on the first half of 2008, plans for the last half and 2009, and passed the policies on business assistance. Investment for enterprises producing key products in industrial parks located in the districts ranging from Thong Nhat, Cam My, Tan Phu to Dinh Quan will be financed as much as 60 percent of infrastructure costs under Decree No.66/2006ND-CP on assistance to rural development. Businesses producing items belonging to 16 categories of key products in terms of environment protection, such as technology of sewage and harmful waste treatments or investment into widening production utilizing friendly environmental technology will be given priority to take out loans with preferential interest rates from the environment protection fund of Dong Nai province.
The program also provides zero-interest loans from the Fund for Science and Technology Development Encouragement for businesses to implement the technology projects like new product and process tests with the maximum loan reaching 50% of the total project costs. It provides financial support to businesses to set up international standard systems of quality management with maximum assistance loans reaching 50% of contract value but less than VND40 million (US$2,407). Moreover, the enterprises are funded to build up websites, register goods brands and improve business management. The program also helps the enterprises for vocational training with maximum assistance reaching 100 million (US$ 6,017) per year on the basis of their own needs for workforce qualification.
In addition, the steering committee and relevant units will jointly organize conference and specialized workshops to provide the enterprises information about legal system, export and import procedures, technical barriers, market demands and product requirements and so on The committee will also agree on the cooperation programs with other provinces, and occupational associations and relevant organizations to market products and help the enterprises get access to distribution channels in HCM city.
