The Ministry of Information and Communication has just organized a summary conference on 10 years of establishing Vietnam Readiness Index report for the development and application of information and communication technology (Vietnam ICT Index) in the period of 2006-2015. Earlier, the Ministry announced the summary report on Vietnam ICT Index 2015. According to the report, Dong Nai province has achieved a huge step forward.
What is Vietnam ICT Index?
Speaking at the summary conference on 10 years of establishing Vietnam Readiness Index report for the development and application of information and technology (Vietnam ICT Index) in the period of 2006 – 2015, Deputy Minister of Information and Communication Nguyen Thanh Hung once again emphasized the meaning of the index which is to monitor and evaluate the development of the socio-economy in general and the technology of information and technology in particular.
Established in 2006, after 10 years, Vietnam ICT Index has been more and more developed and deployed on a nationwide scale. This is the official evaluation report of the Ministry of Information and Communication, which was conducted by Vietnam Informatics Association and Department Information and Technology in order to evaluate the application and development of information and technology of ministries, sectors, provinces, cities and enterprises. The purpose of establishing the report is to help the Government, ministries, sectors, provinces, cities and enterprises get the insight into the current status of ICT applications in order to come up with appropriate measures and policies to improve the efficiency of ICT applications serving political – economic – social purposes of sectors, localities and enterprises.

After 10 years of establishment and annual announcements, Vietnam ICT Index Report has showed a comprehensive overview of the current status of development and application of ICT in Vietnam in detailed and objective manners. The Report has also supported state management agencies in establishing mechanism and policy orientation for the application and development of ICT. Ministries, sectors, localities and enterprises made assessment on their own readiness index of ICT by themselves and compared with other units, then strived to achieve higher rank based on the results.
Vietnam ICT Index 2015
As for Ministries and peer agencies, 23/25 ministries submitted their reports. The highest ranks are listed below:
As for commercial banks, 23 banks submitted their reports, in which 3 banks that have the highest rank in the list include Vietnam Joint Stock Bank for Investment and Development, Vietnam Joint Stock Bank for Foreign Trade, Vietnam Joint Stock Bank for Industry and Trade. The ranking is the same as 2014.
As for economic groups and big corporations, the best indexes belong to Vietnam Airlines Corporation, Bao Viet Group, Vietnam National Textile and Garment Group, Vietnam Electricity…
As for provinces and cities, 63/63 units submitted their report. The best ICT Indexes belong to:
As for Dong Nai, the ICT Index of the province in 2015 is 0.5376, which ranks 13th in the list and makes it become one of the 20 provinces and cities that have above satisfactory readiness index. This is a huge step forward compared to 2013 when Dong Nai ranked 29th and 2014 when it ranked only 39th over 63 provinces and cities.
Dong Nai’s achieved targets
Dong Nai ranked 13th over 63 provinces and cities and achieved above satisfactory performance. Each target was evaluated as follows:
Infrastructure index (calculated based on the ratio of the number of telephone subscribers, the number of computers, the number of units using broadband internet connection…) ranked 5th over 63. This is a huge step forward of Dong Nai province since it ranked only 46th in 2014.
Human infrastructure index (calculated based on the ratio of the number of primary schools, intermediate schools, high schools, colleges and universities that teach informatics and have IT specialists and officers who knows computing…) ranked 37th. This is a below satisfactory performance, but it is an improvement compared to 2014 when Dong Nai province ranked only 49th.
Information technology application index (calculated based on the number of public applications, news portals, corporate websites…) ranked 19th. This is a big improvement compared to 2014 when Dong Nai ranked only 36th.
Information technology in production – business index (mainly calculated on the basis of the number of Information technology enterprises/number of citizens) ranked 32nd. This is the only downgraded index of Dong Nai province compared to 2014 when it ranked 21st. The reason for this may be because of the decline in business of Information technology enterprises after a tough year.
Organization environment – policy index (calculated on the basis of the promulgation of policy mechanism and leaders’ attention) ranked 1st, the same rank with Da Nang and Ba Ria – Vung Tau. This is also the highest ranked index of Dong Nai province.

In conclusion, the efforts of ICT sector of Dong Nai province have been highly regarded in the report on Vietnam ICT Index 2015.
