Accordingly, the Secretary noted that the moral and attitude of staffs and officers need to be reorganized and the head of the AR mission shall take all responsibilities. He also noted that in the near future to recommend Provincial Party’s Executive Committee to take AR and administrative procedure resolution as a criteria for emulation between organizations, individuals, districts, communes, city and departments…
Strictly remove staffs and officers who make difficulty for people.
According to the Secretary, the AR in the 1st quarter of 2016 had many remarkable results. Especially from the Committee level, the government improve their role in leading and managing the AR following the Resolution 17-NQ/TW and Plan 51-KH/TU, assuring the unification in acknowledgement and actions of Party organizations, officers, members during the mission. Many administrative procedure to be simplified, processing time to be reduced, unsuitable procedures to be adjusted or eliminated quickly and publicly. One-Stop-Shop and Inter One-Stop Shop mechanism to be implemented in every administrative office to bring positive result. The mission to rebuild and upgrade staff quality was also noticed to step by step meet the need given. The relationship between administrative offices and people, organizations are becoming more and more democratic.

The Secretary made clear that the past time, the responsibilities in some officers and staff were not good enough, some still use computer in personal; somewhere, there were still officers who make difficulties for people and organizations. The AR has had many positive changes but it still didn’t meet the need of people and organizations. AR in some complex field such as investment, construction, land… still didn’t have clear decentralization to make it easier for people and organizations… Mr. Nguyen Phu Cuong highlighted that every provincial department and office shall fully acknowledge that AR is made to serve people and organizations better and to complete the mission more conveniently, especially on the complex fields above. Provincial Standing Committee Members shall have periodical briefing with the leader of AR departments, work directly with leaders of provincial departments to answer to all questions, and try to have stronger decentralization and to have at least 50% of the provincial localities to have financial autonomy for their local operations. In which, The whole politic system shall strictly reject any officers and staffs who make difficulties for people and ask people for any cost that is out of regulation.
Mr. Tran Van Vinh – Deputy Chairman of Provincial People’s Assembly suggested Department of Information and Communication continue to improve software connection between departments using Inter-One-Stop Shop software in every locality. To every departments and offices, look for any decentralizable and authorizable procedure to report the Provincial People’s Committee for implementation. Departments, offices and localities shall focus on the briefing and have periodical report of the AR progress.
Heads of departments to take responsibilities
Recently, Provincial and Central departments and governments really concerned about the AR, make better conditions for enterprises to invest and o businesses as well as resolve administrative procedure for people. Provincial departments and office did not only focus on updating, publishing administrative procedures to the website, to the modern one-stop-shop unit, but they also actively reduce file resolution time to make better condition for people and organizations processing administrative procedure.
Mr. Cao Tien Sy – Chairman of Provincial Industrial Zone Management Department said that after 5 years of administrative procedure revolution, the department eliminated 22 procedures and reduce 10% of the time for administrative procedure, resulted in the convenience for enterprises to invest and operate in Dong Nai province, helped attract FDI to Dong Nai, especially in March of 2016.
In Nhon Trach, Trang Bom districts; Department of Planning and Investment and Department of Natural Resources and Environment also have many revolutions in doing missions, helping people and organizations with their request. In which, the key factors are the role and responsibility of the head of departments, who dare to do, dare to take responsibility for everything while doing AR mission.
Mr. Secretary ordered that in order to take effect, AR need to complete 8 key missions. In which, focus on reorganizing morals and attitude of officers and staffs while serving people, increase supervising on officers, especially on heads of departments, offices. In every departments and offices, strictly reduce payroll on officers and staffs that use computers for personal use during working hours or replace personnel if necessary to keep the good work. Especially the heads of departments and offices shall be determined, dare to do, dare to take responsibilities to make it really effective. Provincial Committee Standing Members shall hold briefing conferences periodically to listen to detailed reports on provincial AR mission and give orders timely to try to build a transparent, published administration, successfully simplify the administrative procedures, serve people and organizations more effectively and gain trust in people, organizations and the government.
According to Provincial Department of Home Affairs, from the beginning of 2015 to now, Dong Nai province has published their modification on 1350 administrative procedures and legal documents; published the list of decentralized administrative procedures for 19 specialized fields. In quarter 1 of 2016, provincial departments and offices received over 12 thousand files, nearly 83% of which were timely settled; People’s Committee in district level received over 111 thousand files nearly 83% of which were timely settled.
