Up to March of 2016, There were 1553 provincial certificated accumulated FDI project with the total invested capital of 28 billion USD, and disbursed 15.6 billion USD so far.
According to the report published by Department of Federal Investment (Ministry of Planning and Investment), to March 24th 2016, Dong Nai province is the top province to attract FDI in the first quarter of 2016 with the newly registered and existing project total capital value of 585.4 million VND, accounting for 58.5% of the whole year plan. With that remarkable result, Mr. Tran Van Vinh confirmed that in the near future, Dong Nai province shall improve the investment environment, enhance infrastructure developments especially transportation infrastructure, regarding the National Assembly’s approval on undertaking Long Thanh International Airport investment project.
Many provincial administrative procedures were proceeded 30-50% faster than the standard time required in the Government regulation.
Mr. Mai Van Nhon, Deputy Head of PIZMD said that nowadays, almost all provincial governmental agencies implemented the modern one-stop-shop mechanism, published all administrative procedures with detailed processing time. Tt the same time, many agencies implemented online report, saving 30-50% of the time to process many administrative procedures such as issuing investment certificate and labor certificate in comparison to standard time required in the government regulation.
Thoroughly resolve enterprises’ difficulties
In an open environment, representatives of FDI Enterprises straightly discussed and recommended Provincial Leaders to as soon as possible resolve enterprises’ difficulties in their operation such as transportation infrastructure difficulties, too many tollbooths, late tax refund… Especially the difficulties in administrative procedures are mostly concerned by the enterprises since the procedures are still complicated in issuing investment certificate, labor certificate, construction certificate…

Commenting on this issue, Mr. Tran Van Vinh confirmed that there should not be that many checks on enterprises, If there be any check required, the departments shall propose to Provincial People’s Committee before implementing to avoid repeating checks. About the same checks from many departments, Provicial People’s Committee shall discuss with the relating departments to try to avoid any repeating checks
Another difficulty that the enterprises encounter is that their above 10 tons vehicle usually get checked and charged by transit police for having no registration certificate. While in fact, vehicles from 100% FDI enterprises to be used for shipping products from enterprises to customers, not for business shipping and is still pending approval from the government whether to be charged for having no registration certificate or not. Regarding this problem, Mr. Tran Van Vinh to order traffic police and traffic inspector department to temporarily not implement any check on the above situation pending the government approval. At the same time, the province to recommend the government to solve the problem on issuing registration certificate.
Enhancing high quality labor training
Mr. Vo Quang Hue – General Director of Bosch Vietnam (Long Thanh industrial zone) recommended Dong Nai province to enhance high quality labor training to meet the need or the enterprises, especially in hi-tech field.
Confirming labor force one of the key factors to the provincial economic development, Mr Deputy Chairman claimed to enhance the training mission. I additional, enterprises shall list the fields that are on high demand so that the province shall then cooperate with provincial universities, vocational schools to orientate the training program.
Mr. Neil Murphy – Production Deputy Chairman (Eastern Hemisphere region) of Terrumo BCT Vietnam Co., Ltd questioned on how to solve the corruption and authoritarianism problem from traffic police to government officers
Answering to this problem, Mr. Tran Van Vinh said: “We shall strictly handle these violations. If there are any sign of or doubt of an individual, that individual shall be immediately transferred” He also recommended the enterprises to support by providing information and evidence about the violations
The highlight of the meeting was the sharing from Mr. Nguyen Cong Doan – representative of Daikan Company (100% Japanese Investment – Amata IZ) about their disappointment with the fact that there were many burglaries at the company but received no satisfying settlement after reporting many times to the IZ police department and management department, and in the end the investigation turned out to be suspended due to the expiration. Mr. Tran Van Vinh immediately call Colonel Tran Tien Dat – Director or Bien Hoa Police Department to the meeting to discuss with Daikan company and request an immediate solution.
Speaking at the meeting. Mr. Tran Van Vinh highlighted that leaders of the province, departments, offices… shall unify all the decision on supporting enterprises and are willing to receive any comments and report from enterprises on any difficulties as soon as possible. In the near future, Dong Nai province plans to hold meeting with the enterprises ever quarter to have better discussions. Mr. Tran Van Vinh confirmed to promote propagating about policies and regulation in the near future and improve quality of officers and staffs from relating departments to support the enterprises more efficiently.
Interaction between government and enterprises is now available.
After the meeting, Mr. Yakabe Yoshinori - Deputy Consul General of Japan in Ho Chi Minh City appreciated the good interaction between provincial government and the enterprises, he said: “I really appreciate that the Deputy Chairman promptly give orders to solve all the difficulties reported by the enterprises including Japanese enterprises. Dong Nai province has shown their effort on making the best investment environment for the enterprises”
Mr. Yakabe Yoshinory said that Japanese enterprises really appreciated Dong Nai province’s potential in development, since the province is near Ho Chi Minh city and the Long Thanh Airport project to be implemented soon. He stated that many small and medium size Japanese enperprise shall enhance investments in Dong Nai in the near future and hoped that the province shall help the enterprises by simplifying the administrative procedures.
Mr. Yakabe Yoshinory also suggest Dong Nai province to enhance FDI attraction on supportive industry sector since the sector shall help promoting development of other sectors
