On January 4, the Central Party Commissioner, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Phu Cuong chaired the 11th, term 10 provincial Party Executive Committee meeting.
The conference focused on discussing and evaluating the overall results of the implementation of Resolution No. 06-NQ / TU of the Provincial Party Committee in 2017, defining targets, tasks and key solutions in 2018; discussing and commenting on the draft of the Scheme on improving the performance of cultural and sport institutions of grassroots level in terms of serving the people in the province until 2020 with orientation to 2030. At the conference, Provincial Party Executive Committee agreed with the report of the Provincial Standing Party Committee on adjusting some targets of the Party in 2018. Accordingly, the target of total investment capital for development of the whole society has been adjusted down from 95,000 - 97,000 billion to 87,000 - 88,000 billion; the urban population using clean water meeting the standard up from 99% to 99.3%; the rate of drug rehabilitation down from 7.25% to 7.5%.
Speaking at the meeting, Secretary of the provincial Party’s Committee Nguyen Phu Cuong emphasized, with the concentrated steering of the Party’s Committees and authorities of all levels in all fields together with the efforts and strives of all departments, sectors, unions, enterprises and people, the objectives of the Resolution of the Provincial Party’s Committee have been achieved. Accordingly, the province's economic growth rate reached 8%; GRDP per capita reached over USD 4,000; The economic structure has been shifted in the right direction, the economic components continue to develop, especially private domestic enterprises. The work of investment in developing has gained positive changes, resulting in achievements of building new rural areas as expected, building new rural model exceeded the target. The situation of political security, social order and safety continued to be maintained, national defense and security were strengthened.
Secretary of Provincial Party’s Committee Nguyen Phu Cuong awarded the emulation flag to the Party Committees for successfully completing the mission in 2017.
Besides, Secretary of Provincial Party Committee also frankly pointed out the shortcomings requiring attention and direction for solutions from leaders in the coming time. Specifically, 2/49 tasks did not meet the targets. Economic was growing unsustainably, especially in the field of agriculture; The restructuring of SOEs has not been ensured to be in accordance with the roadmap; some projects in the province have been behind schedule; The situation of illegal exploitation of land and sand also causes social troubles; environmental issues, garbage disposal has not been significantly improved; The operation of some credit funds is not strictly managed, which leads to the violation of the social disorder; the handling of some serious corruption cases have been delayed and have not proved effective in terms of deterrence and prevention...
In order to successfully implement the targets and missions set by the Resolution in 2018, the Secretary of the Provincial Party’s Committee asked the Party’s committees of all levels to focus on the implementation of four key tasks, including focusing on mobilizing investment in transport infrastructure and key projects; preparing the necessary conditions for the quick and effective implementation of the compensation, assistance and resettlement related to the project area of Long Thanh International Airport; promoting the role and responsibility of the political system, step by step raising the quality of construction of new rural areas; focusing on mobilizing resources for effective investment in social infrastructures and services to improve the quality of life; focusing on deploying and comprehending the resolution of the sixth plenum of the Party Central Committee, term 12 with high determination and step by step putting the resolution into reality.
In combination with the four key tasks above, the Secretary of the Provincial Party’s Committee emphasized eight major solutions, including the analysis of limitations and causes, defining key tasks in the coming time, and regularly checking and urging the implementation with the highest political will, striving to fulfill the missions and exceed the and targets in 2018. Along with that, it is necessary to promote the mobilization and efficient use of resources to complete the system of economic and social infrastructure in a synchronous and modern way; enhance the management of the exploitation and use of natural resources; focus on effective implementation of the Master Plan on economic restructuring in association with the transformation of growth models in all sectors and fields; continue to renovate and improve the activities of the People's Council, mass mobilization; properly implement the social security policy, improving the people's lives; create positive changes in the quality of the work of Party construction...
At the meeting, the provincial Party Committee awarded the emulation flag and the certificate of merit to the party leaders who have gained excellent achievements in leading and directing the implementation of Resolution No. 06-NQ / TU of the Provincial Party’s Committee.
Some key targets in 2018
As for the economy: The economic growth rate will reach 8 - 9% compared to 2017; GRDP is about 94-96 million VND per capita; Export turnover will increase by 9-11% compared to 2017. In 2018, the province will have 3 more district-level units meeting the standards of new rural area. 100% of the remaining communes meet the new rural standards and 5 communes meet the standards of new rural model.
As for social security: The rate of natural population growth is 1.05%; Striving to reduce the poverty rate by 0.2%; reduce the rate of unemployed labor in urban areas to 2.4%; the number of doctors / ten thousand people is 8, the number of patient beds per ten thousand people reaches 27.9; The percentage of population participating in health insurance reaches 84.5%; the rate of population using clean water meeting national standard in urban areas is over 99% and 70% in rural areas.
