In the situation where funding for investment in infrastructure is difficult, the form of BT investment by land funds is considered to be superior. The government has the construction, and the investor has land for the implementation of his project. This approach is well received by many investors, but there are also restrictions that must be taken into account for the sake of both investors and the state.

The number of investors sharply increases
Mr. Pham Viet Phuong, Deputy Director of the Department of Planning and Investment, said that currently there are 36 projects implemented in the form of BT. In particular, the department is collecting the recommendations of investors on recognizing 15 projects proposed by investors; 5 projects meeting the criteria and submitted to the provincial People's Committee for being recognized as proposed by investors; 5 projects recognized by the provincial People's Committee and as proposed and being documented by investors; 7 projects recognized by the provincial People's Committee as proposed by the investor and submitted for evaluation. 2 projects whose proposal dossiers have been approved are in the process of making the feasibility report and 2 projects whose feasibility studies have been approved have finished the prequalification of investors.
According to Mr. Phuong, the projects are mainly implemented in Long Thanh district, specifically, 11 of 15 projects of which the provincial departments are compiling the recommendations from investors on recognition as proposed by investors, or 4 of 7 projects submitted and pending for evaluation are implemented in Long Thanh district. According to the People's Committee of Long Thanh district, there are 5 investment projects in the form of BT land fund in accordance with the planning.
BT land value
Mr. Ngo The An, Chairman of People's Committee of Long Thanh district, said that there are many projects in the district. However, due to the lack of planning, so it is difficult to implement the BT by land fund.
In this regard, the Department of Planning and Investment also suggested the provincial People's Committee direct Long Thanh district to carry out projects with land funds that are in line with the planning and identified by district as urgent. The remaining projects will be halted and the related work will be carried out only after getting official approval by Long Thanh district regarding new rural planning, Long Thanh international airport planning and vicinity planning.
The leader of PPC also agreed with this point of view that not only in Long Thanh district, but also in all other localities, projects and land funds for BT must be in line with the new planning for implementation. Beside that, some other issues have been raised regarding BT projects such as: land valuation, or creation of added value for the land fund.
According to the professional agencies of the province, if the land area for capital generation is located on a future route which will be certainly constructed, the value of such land shall be determined as high as those on practical roads, not as normal land; or a land area for capital creation that is not accessible by roadway will have a relatively low value, so it is recommended that the construction of a new access road should be considered to add more value into such land.
So far, many investment projects in the form of BT land fund must be reviewed due to difficulties in planning as well as determining the value of land to create capital.
