Currently, this procedure is being piloted to implement level 4 public service, but there are still many papers and stages, making it difficult for people to implement. For example, level 4 public services make electronic payments, while for people in rural areas, access to this service is still limited. If electronic payment is spread throughout the province, it will increase the rate of using public services.
