This limitation is being focused on overcoming by the province in order to improve the efficiency of administrative reform in general, especially administrative procedure reform to better serve people and businesses (enterprises) in the coming time.

Minimize the situation in which the people have to come again many times
Mr. Nguyen Hong Son, Deputy Chief Inspector of the Department of Home Affairs said that through inspection and examination, it was found that in many places, the one-stop shop at all levels was equipped with relative facilities and applied the ICT in the implementation of a modern interoperable one-stop shop model. However, the situation of people reflecting that the settlement of administrative procedures is delayed still occurs, there is still a situation where people are waiting to process their documents or have to travel many times to supplement their documents. In addition, the processing of documents in some units and localities is complicated, takes a long time, and is not really convenient for people.
On the other hand, according to Mr. Son, the inspection and examination work at agencies, units and localities is sometimes not drastic and timely. The sense of responsibility of some cadres and civil servants is still not high; There are still limitations in professional skills and communication styles, causing more or less trouble for people and businesses. There is still a situation where civil servants, attendance officials are present, then leave their working positions for personal reasons. Or there is a schedule for serving citizens but the official is absent, there are some localities where the reception room locked the doors during the office hours (at some commune-level units). The above shortcomings have significantly affected the quality and effectiveness of administrative procedure reform in the area.
Mr. Nguyen Trong Hoi, a resident of An Binh Ward, Bien Hoa City expressed: “Through a number of times I went to solve administrative procedures, I see that the facilities of the One-Stop Shop windows at all levels in the city as well as the service attitude of the staff have been much better than before. But many procedures are still complicated, the citizens must provide a lot of different documents, have to go back and forth many times to complete. Therefore, I think that all levels and sectors need to cut down, cut down more procedures to create more favorable conditions for people and businesses."
Proactively and decisively
In the final report on the PAR program of the Provincial People's Committee for the period 2010-2020 signed and promulgated by Mr. Cao Tien Dung, Chairman of the Provincial People's Committee, the Provincial People's Committee also frankly acknowledged that PAR is a difficult and complicated work involving many people, many industries, and many levels. However, some fields lack synchronization in implementation from central to local levels. On the other hand, some central regulations on administrative management are still slow to promulgate, such as: the updating and promulgation of amendments to administrative procedures of ministries and central branches are still slow, causing difficulties in reviewing and updating, amending and supplementing the administrative procedures of the province. Some legal documents such as circulars guiding the implementation of a number of specific contents related to the settlement of administrative procedures change frequently. Some central legal documents have not been consistent in understanding to apply in the formulation and promulgation of legal documents in the locality, typically in the fields of land, resources, construction, etc.

There are places, sometimes hesitant, not determined to actively promote all responsibilities and roles in the work of advising and implementing PAR. On the other hand, most cadres and civil servants performing the task of controlling administrative procedures in units and localities work under the multitasking mode, frequently changing positions, thereby, inspecting and urging there are still many limitations (especially at district and commune level).
