Starting construction of the road connecting with the seaport

The inter-port road will facilitate the construction and formation of two seaport zones, and at the same time play the role of connecting the seaport system in Nhon Trach District by road.

Remove the traffic infrastructure congestion

According to the investment policy, the Nhon Trach District inter-port road has a length of about 15.3km, the starting point connecting with the boundary line of Ong Keo Industrial Zone and the ending point connecting with the road to Viet Thuan Thanh Port. The investment and construction of the route will be divided into two sections, including: section 1 is more than 13km long from the point bordering Ong Keo Industrial Zone to the intersection with Ly Thai To Road with a planned width of 61m; Section 2 is nearly 2km long from the intersection with Ly Thai To Road to the end of the project connecting to the road to Viet Thuan Thanh Port.

In the period from 2021-2026, the project will be carried out its construction investment in phase 1 of the route with a complete scale including 2 lanes for motorized vehicles, 2 mixed lanes, safety strips, sidewalks, and strips of green trees with 45m in width. The total investment to build phase 1 of the inter-port route is nearly VND3 trillion.

According to the master plan on development of Vietnam's seaport system in the 2021-2030 period, with a vision to 2050, approved by the Government in September 2021, out of a total of 3 seaport zones in the province, Nhon Trach District has 2 seaport areas. In terms of quantity, Nhon Trach District is also the locality with the largest number of seaports in the province.

Although it is the locality with the largest number of planned seaports in the province, over the past time, attracting investment in seaport construction projects in Nhon Trach District area has faced many difficulties. The main reason is that the road network connecting seaports has not been synchronously invested.

In fact, the "weakness" in traffic connection of the seaport system in Nhon Trach District area has long been recognized by Dong Nai leaders. Therefore, nearly 10 years ago, the project to build an inter-port route was planned for construction. However, due to difficulties in funding, the project has not been implemented so far.

Mr. Ho Van Ha, Director of the Department of Planning and Investment said that the planning to build an inter-port route was included in the Nhon Trach urban development general plan which was approved by the Prime Minister in 2016. However, due to the investment capital for it is huge, the Department of Planning and Investment has proposed the Ministry of Planning and Investment to include the project in the list of inter-regional projects to get support from the central budget. "The Ministry of Planning and Investment also agrees with the policy of supporting capital from the central budget for Dong Nai to build an inter-port route," Mr. Ho Van Ha added.

Currently, in the capital structure for the project implementation, the Provincial People's Committee has also determined a plan to combine capital from the central budget and the provincial budget for implementation. Specifically, of the total investment capital of nearly VND3 trillion to build phase 1 of the route, there will be VND2 trillion from the central budget, the rest will be invested from the provincial budget.

Capitalize on the potential of the seaport system in maximum

According to the Provincial People's Committee, the construction of the inter-port route will create a premise for the construction and formation of Dong Nai Port area, on the Dong Nai river, and Phu Huu Port area (section of Dong Nai River and Long Tau - Nha Be River) according to the plan. At the same time, this route will also play the role of connecting the seaport system in Ho Chi Minh City by road. Since then, increasing the exploitation capacity of seaports, stimulating the development of the locality, connecting the roads in the region, creating the perfection of the infrastructure in the area of ​​Nhon Trach District. In particular, according to the assessment, the investment in the construction of the inter-port route will also create attraction for investors to the Industrial Zones located in the area of Nhon Trach District, leading to a rapid and sustainable change in the economic structure of Nhon Trach District in particular and of the province in general.

In addition to promoting the efficient exploitation of the seaport system, the inter-port road project, when completed, will also open up the potential for riverside urban development. Consequently, combine with the seaport system and seaport services to move towards the port urban model.

In fact, when the inter-port route is built, an area along the river stretching about 20km from the planned construction site of Cat Lai Bridge to Ong Keo Industrial Zone will have many advantages for developing the riverside urban areas.

According to Chairman Cao Tien Dung of the Provincial People's Committee, in the direction of proposing to adjust the upcoming Nhon Trach urban planning, Dong Nai will propose to the Government to adjust the previous planning to add more urban areas along the inter-port route.

To achieve this goal, Dong Nai has also reviewed to eliminate small-scale seaport projects and develop large-scale port clusters. This foundation will help increase the space to develop urban areas along the river.
