Dong Nai is currently planning 1,866 projects in the fields of socio-economy, national defense and security. In particular, district-level land use planning will be a premise to implement other plans.
*Depending on land-use planning
In the annual land-use plan, the provincial People's Committee has divided into phases to implement projects. The province leaders agreed that in the coming time all other plans must be based on land use planning, so land use plans have not been approved, so the projects cannot be implemented.
Currently, districts and cities have hired consultants, urgently making land use planning for the coming period and time to complete in the middle of the fourth quarter of 2020 to promptly submit to the provincial People's Committee for approval.
Deputy Director of Department of Natural Resources and Environment Nguyen Tuan Anh said that by the end of 2020, if the land use plans of localities have not been completed and submitted to the provincial People's Committee for approval, it will greatly affect the socio-economic development of the province. Because there is no land-use planning, many projects in all areas have to be stopped.
Also according to Mr. Tuan Anh, the delayed land-use planning will lead to the fact that the province has no basis to assign 2021 land use plans to projects. Therefore, the Department of Natural Resources and Environment has asked districts and cities to quickly implement land use planning.
*Shortening the time for projects
In 2019, the Provincial People's Committee conducted a land inventory in Dong Nai province and from the above results, localities understood the current status of land and the implementation of projects in recent years. Upon that basis, localities will see whether the allocation of land in the fields of the past time is appropriate or not, and what obstacles to adjust the land use planning in the next 10 years to meet the requirements of socio-economic development.
Projects that have not been implemented for many years and are no longer suitable can be canceled or changed. At the same time, districts and cities will add more land to the areas that will develop in the coming years such as converting agricultural land into commercial and service land, technical infrastructure land, industrial land, industrial clusters, tourist land, etc.
During the meetings with the provincial departments and agencies on land matters, Vice Chairman of the provincial People's Committee Vo Van Chanh asked the localities to carefully review and fully update in the land-use plan for the period 2021-2030. “If the planning is done well this time, the process of implementing projects and works is very convenient, without spending much time waiting for adjustment of the planning.” - Vice Chairman emphasized.
Land-use planning is considered a foundation and if done well, it will benefit provinces, localities, businesses and people to shorten the construction time of works and projects. The early completed works put into operation, contributing greatly to the socio-economic development of localities and provinces.
