Solving problems in real estate projects in Bien Hoa City

(E. Portal of Dong Nai) On June 9, Chairman of the Provincial People's Committee Cao Tien Dung chaired a meeting with departments, branches and Bien Hoa city to listen to the report on the review and adjustment of the C4 subdivision planning and general plan of Bien Hoa city.

Subdivision C4 has an area of about 1.5 thousand hectares, including two areas of the whole of Long Hung commune and a part of the southwest of Tam Phuoc ward - Phuoc Hung island.

In the area of subdivision C4 recently, investors have implemented residential projects, urban areas such as Long Hung residential area project; Dong Nai WaterFront Urban Area; Aquacity urban area; Phuoc Hung island high-class commercial service urban area…

According to the Provincial People's Committee, the project on adjusting the general plan of  Bien Hoa city approved by the Provincial People's Committee for the overall adjustment in July 2014; the planning of subdivision C4 approved in September 2016.

However, at the time of approval of general planning and subdivision planning, the detailed planning documents of 1/500 scale of previously approved projects have not been fully updated.

Due to the difference between the plans causing residential and urban projects, including the projects of Nova Real Estate Investment Group Joint Stock Company in Long Hung commune and Tam Phuoc ward being temporarily stopped construction and business.

Last May, the Provincial People's Committee proposed the Prime Minister to allow the locality to partially adjust the general planning of Bien Hoa city to soon remove difficulties and obstacles for some real estate projects.

At the meeting, the authorities reported the results of working with the investors of projects. Accordingly, the investors proposed to adjust the detailed planning to remove difficulties and obstacles. For the area that had not yet been invested and built, the investors also proposed to adjust the planning according to the new planning idea.

Speaking at the conclusion of the meeting, Chairman of the Provincial People's Committee Cao Tien Dung asked Bien Hoa City to coordinate with the Department of Construction to continue working with project investors, clarifying the proposed contents of regulation adjustment of detailed plan, reasons for adjustment. That content must be completed and reported to the Provincial People's Committee on the coming June 12.

At the same time, the Department of Construction cooperated with Bien Hoa City to review the provisions of law, especially paying attention to the regulations on conditions for adjusting the detailed planning of the projects. The proposal to adjust the detailed planning of the projects must fully satisfy the allowable conditions.

The principle when proposing to adjust the master plan was to ensure a sufficient proportion of green land; public construction; social infrastructure such as health care and education in accordance with the previously approved planning. Investors must also fully report on the actual implementation of projects. From there, the Provincial People's Committee would summarize and report to the Ministry of Construction and the Prime Minister.​
