Constructing Nhon Trach bridge, the most important of this 1A project.

Constructing ahead of schedule

In late September 2022, the 1A project has officially been constructed. The prohect has 2 bidding packages: the construction of Nhon Trach bridge (CW1), and the construction of paths and intersections lead to and away from 2 bridge ends (CW2). Specifically, the construction of Nhon Trach bridge, the most important part of this project, is estimated to finish in September 2025.

According to My Thuan Project Management Board (assigned as the project's investor by Ministry of Transport), as for the construction of Nhon Trach bridge, it has completed 32% of the work, going ahead of the contracted schedule.

However, the works on this project are being affected by the incomplete handing over sites.
Mr Tran Van Thi, Director of My Thuan Project Management Board, said at the time, the sites in Ho Chi Minh have completely handed over; while in Dong Nai, it is just over 1,3 km of the total planned's 6,3 km, over 21% of the clearance needed. “The hand-over progress in Dong Nai is estimated to be 6 months later than planned", Mr. Thi said.

According to him, it is estimated that in September 2023, Nhon Trach district wil be able to hand-over all the planned land clearance. Therefore, the progress will be nearly 1 year later than what had been planned. This will make it harder for the project to finish on time. As a result, My Thuan Project Management Board wishes Dong Nai's leaders will accelerate the clearance progress as soon as possible to continue the project.

Finishing the clearance hand-over as soon as possible

The delay in hand-over not only affects the overall progress, but also affects the budget. Moreover, if either the roads or the bridge are not finished, the project will not be considered completed.

According to the representative of Transport Construction Investment Management Authority, Ministry of Transport, the Tan Van-Nhon Trach section of the 1A project is invested by the ODA loans from the South Korean government by using the Economy Development Cooperation Fund. The construction contractor is from South Korea; therefore, if the progress is behind schedule, they have to be compensated.

Mr. Tran Van Bay, Director of Nhon Trach district's Land Development Center, said that there are 470 homes in the clearance area, 218 of them want to be resettled. The district has prepared resettlement areas for affected residents; and the compensated documents have also been finalized by the local administration.  “Currently, Nhon Trach district is waiting for further instructions to assess the land's price, in order to form and approve compensation policy" Mr. Bay said.

Vice Chairman of the Provincial People's Committee, Mr. Vo Tan Duc, said in order to aid Nhon Trach's effort in land clearance, the province has agreed to lend the district 450 billion VNĐ from the land development fund. Therefore, Nhon Trach district needs to accelerate the land price assessment to complete the land clearance progress as soon as possible.
