The Prime Minister requires strictly implementing social distancing
On March 31, 2020, the Prime Minister issued Directive No.16/CT-TTg on urgent measures to prevent and control the COVID-19 pandemic. The branches, levels and localities have seriously implemented in accordance with the Prime Minister's direction. However, some contents of the Directive are not yet understood and implemented consistently.
Prime Minister Nguyen Xuan Phuc requires:
1. Strictly implementing social distancing in accordance with the requirements of Directive No.16/CT-TTg, ensuring social distancing, keeping distance among people and communities. In order to minimize the risk of community infection, people are required to stay at home, minimize going outside, except for absolutely necessary cases:
a) Buying food, medicine and other essential goods and services;
b) Emergencies such as: emergency, medical examination and treatment; natural disasters, fires, etc.
c) Working at agencies, state units, armed forces, diplomatic agencies and facilities mentioned in Section 2 of this document.
In case of leaving the house, it is required to wear a mask, wash their hands with soap or disinfectant solution; not to gather more than 2 people in public places, outside the workplace, school, hospital and keep a minimum distance of 2m.
2. Factories, production facilities; traffic and construction works; business establishments providing services and essential goods (such as food, medicine; petrol, oil; electricity; water; fuel, etc.); educational establishments, banks, treasuries, service-providing establishments directly related to banking activities and business supplements (such as notaries, lawyers, registry, registration of secured transactions, etc.), securities, post, telecommunications, support services for transport, export, import of goods, medical examination, treatment, funeral, etc. are allowed to continue their operation. The heads of the above facilities are responsible for ensuring absolute safety and implementing all anti-pandemic measures, including:
a) Strictly complying with wearing masks, arranging adequate means and materials to prevent and fight against the pandemic according to regulations and recommendations of health agencies;
b) Requiring workers to implement medical declaration, complying with measures to restrict movement, contact and communication;
c) Suspending non-urgent activities and reducing the concentration of workers;
d) Strictly organizing and managing the transportation of workers (if any) to the workplace to prevent risks of the pandemic transmission.
The operation must be stopped in case of failing to meet the above requirements. Local health agencies shall guide, inspect and supervise the prevention and control of the pandemic at the above-said establishments.
Chairpersons of the provincial People's Committees shall decide and publicize the types of production, business and works that are required for temporarily suspended operations.
3. Basically stopping the operation of public passenger transportation, except for cases of public duty, shuttle bus for workers, experts, isolated people, vehicles transporting production materials and goods. The operation of personal vehicles is required to minimize.
It is required to ensure smooth operation of goods and raw materials for production. Localities shall immediately abolish measures to stop and prohibit people and vehicles from going to their localities not in accordance with Directive No. 16/CT-TTg.
4. The heads of agencies, units, organizations and enterprises are responsible for organizing work at home in accordance with their specific conditions, without delaying work, especially jobs for a definite time and prescription in accordance with the law, public services serving people and businesses.
5. The related ministries, agencies and localities shall take initiative in adjusting the pandemic prevention and fighting measures, ensuring their compliance with the above-mentioned contents; coordinating and solving problems arising according to its competence; strictly dealing with violations and promptly reporting to the Prime Minister on arising problems.
