The Government Office has just issued Notice 147/TB-VPCP of the Prime Minister Nguyen Xuan Phuc's conclusion at the Government Standing Committee on shifting the form of investment in some sections of the North-South Expressway in the East and Construction Investment Project of My Thuan - Can Tho Expressway.

The notice clearly stated that, in the situation of Covid-19 pandemic, the Ministry of Planning and Investment advised and submitted the report to the Prime Minister to issue Directive No.11/CT-TTg dated March 4, 2020 on urgent measures and tasks to overcome difficulties for production and business, ensuring social security in response to the Covid-19 pandemic; in which, the Ministry of Transport is assigned to assume the prime responsibility and coordinate with the Ministry of Planning and Investment, the Finance Ministry and the concerned agencies shall study and propose the competent authorities to shift from the form of public - private partnership to public investment in key projects such as My Thuan - Can Tho Expressway, component projects of the Investment and Construction project of some sections on the North-South Expressway in the period of 2017-2020; consider the application of investor designation, contractor appointment, strict and lawful regulations to accelerate project implementation.
Regarding the investment project on construction of a number of sections on the eastern North-South expressway, the Prime Minister assigned the Ministry of Transport and Communications and the Ministry of Planning and Investment to carry out the procedures to submit to the National Assembly for adjusting the investment policy of the project in accordance with the provisions of the Law on Public Investment. In case the proper implementation of the process of adjusting the investment policy does not ensure the progress submitted to the National Assembly in May, 2020, the Ministry of Transport shall propose specific solutions for advice in the report submitted to the National Assembly.
The Prime Minister requested the Ministry of Transport to coordinate with localities to speed up the ground clearance, ensuring that it must basically be completed by the time of commencement; directing the concerned agencies to carry out in parallel the necessary procedures according to regulations so that it can be implemented right after being approved by the competent authorities.
