Web Portal - On 18-2, the Dong Nai Provincial People’s Committee (PPC) issued the Dispatch Express No. 1683 to departments, branches, localities and enterprises in this province on implementation of urgent measures to prevent and control COVID-19 after the Lunar New Year.
With the aim of resolutely maintaining a safe area, preventing disease from spreading, quickly restoring production activities, while strictly implementing epidemic prevention measures, PPC Chairman requests all levels, sectors, unions, localities, units, businesses and people in the province to continue implementing the previously instructions of the Prime Minister and PPC Chairman. Wearing masks, keeping distance, and medical declarations must be strictly followed, minimizing the gathering of people at festivals, religious ceremonies, New Year’s Eve parties, weddings, funerals.
The organization of religious ceremonies must comply with direction of the Ministry of Home Affairs on implementation of state management of beliefs and religions before, during and after the 2021 Lunar New Year. Regarding festival activities, festivals that have a large concentration of people must be stopped.
Regarding epidemic prevention for employees in enterprises: For experts and technical workers who are foreigners and residing in Dong Nai, during the Tet holidays, if they do not leave the province, they are allowed to stay and work as normal, and and must make a medical declaration; If workers who works in Dong Nai but take Tet holidays in other areas that do not have epidemic diseases, they should make daily medical reports at their residence, and are encouraged to test for SARS-COV-2 upon returning to work. If a person who works in Dong Nai but resides or travels to or travels through an epidemic area, he/she is required to work online, after having negative test results 2 times 14 days apart, they can return to work at their workplace.
For Vietnamese workers: In case the workers do not go out of their locality, they are required to make a health declaration and return to normal work; For returnees from non-epidemic provinces or cities, they are required to make health declaration, self-monitor and are encouraged to test for SARS-COV-2 upon returning to work. For returnees from epidemic localities or cities, they are required to stay in that locality temporarily not returning to Dong Nai until the epidemic in that locality is under control and such person had a negative SARS-CoV-2 test 2 times 14 days apart. If they have come to Dong Nai, they must be isolated according to regulations.
All persons arriving, departing from and returning from the central epidemic areas and places announced by the Ministry of Health of Hai Duong province and other localities must be centralized quarantine; People arriving, leaving, and returning from socially isolated areas must quarantine at home and be sampled for SARS-CoV-2.
The PPC assigns the Department of Labor, War Invalids and Social Affairs (DOLISA), the Dong Nai Industrial Zones Authority (DIZA) to deploy to the enterprises to know and implement the above contents; request enterprises to send its list of cases that need to be taken for testing, report the disease control situation to the DOLISA and DIZA to synthesize, send to the Department of Health to perform the test for SARS-COV-2 as prescribed. The cost of testing is covered by such enterprises.
The PPC Chairman assigns the Department of Health to consolidate and strengthen the capacity of the COVID-19 prevention system, to be available 24/24, proactively propose timely measures to prevent and control the Covid-19 that are appropriate to the local situation; review and prepare all necessary resources, be ready to respond to the epidemic situation, including the worst case scenario; to urgently trace, investigate and handle an outbreak right after detecting suspected cases of Covid-19; enhance and expand Covid-19 screening in the community; direct health units and facilities to coordinate with functional agencies to receive information about people going to, from other provinces and cities to make medical declarations and timely provide assistance when needed.
The provincial police directs the police of districts and cities to coordinate with relevant branches in enhancing the management of the population in the area; review and manage people coming from other provinces and cities, especially from epidemic areas.
The Department of Home Affairs was assigned to implement anti-epidemic regulations to religious and belief establishments.
The Department of Information and Communications, Dong Nai Newspaper, and Dong Nai Radio - Television is responsible for strengthening communication on epidemic situation so that people can raise their vigilance and actively implement effective disease prevention.
The People’s Committees of districts and cities are responsible for strengthening the management of the population in the area, grasping those who come and return from other provinces and cities to receive information, make medical declarations, handle appropriately, prevent epidemic infiltration, outbreak. At the same time, it is necessary to check the implementation of epidemic prevention in organizations that stop festivals and events with large crowds. Chairmen of People’s Committees of districts and cities are accountable to Chairmen of the PPC for the effectiveness of epidemic prevention in their respective localities and fields of management.
