Positive changes in the environment in industrial zones

Dong Nai is planned with 38 industrial zones (IZs). There are now 31 industrial zones have been put into operation, attracting more than 1.2 thousand foreign direct investment projects and more than 500 domestic investment projects. Besides the development of economy, infrastructure, creating jobs for workers, the development of industrial zones also puts great pressure on the environment.

In the past time, with the active and proactive participation of departments, agencies, branches and local authorities that has been contributing to reducing the risk of environmental pollution in industrial zones.

Control the sources of waste

Mr Dang Minh Duc, Director of the Department of Natural Resources and Environment said that the management and environmental protection in industrial zones in the province are having positive changes. The Natural Resources and Environment industry has actively controlled, monitored and prevented incidents causing environmental pollution from industrial production activities. "Up to the present time, Dong Nai has no units in the "black" list of the environment. Establishments that violated environmental regulations have previously completed remedial measures and have been removed from the list of polluting establishments by the province. The Department of Natural Resources and Environment and the Management Board of Dong Nai Industrial Zones are coordinating inspection and supervision; periodically and irregularly collect samples of waste, wastewater, and exhaust gas for production facilities, establishments that have caused environmental pollution, and establishments with high risk of pollution in order to raise awareness of prevention of enterprises and propose solutions when there is an incident", - Mr Duc shared.

Regarding wastewater treatment, there are currently 31/31 IPs that have completed the construction of a centralized wastewater treatment system. More than 77% of wastewater of enterprises in industrial zones collected and treated centrally. The rest are enterprises licensed to treat themselves and discharge directly. Currently, there are only more than 10 enterprises that have not been connected to the centralized wastewater treatment system due to the lack of synchronization of the wastewater infrastructure. In 2020 and the first 5 months of 2021, there are no serious violations detected at 25 centralized wastewater treatment zones with automatic wastewater monitoring systems.

According to the results of emission monitoring conducted by companies investing in industrial park infrastructure, the air environment around the industrial zones meets QCVN 05:2013/BTNMT, QCVN 06:20091/BTNMT. Only a few enterprises, at some point in time, the air monitoring system recorded dust content exceeding the standard. The reason is that the exhaust gas treatment system of the enterprise is degraded, has a sudden problem; factory construction activities, material transportation. Some enterprises have unsatisfactory green areas.

Also according to the Department of Natural Resources and Environment's assessment, currently 100% of industrial solid waste (more than 1.1 thousand tons/day) has been collected and treated in accordance with the process. For valuable ordinary industrial waste, enterprises reuse or resell to partners for recycling. For domestic solid waste, enterprises sign contracts for collection and treatment with waste treatment plants. Particularly for hazardous waste, 100% of enterprises sign a contract of collection and treatment with a functional unit licensed by the Ministry of Natural Resources and Environment to operate in the province.

Concentrate on industrial waste gas treatment

Mrs Dang Thi Thuy Duong, Deputy Director of Dong Nai Environmental Protection Department supposed that the pressure from industrial production activities on the environment is present, but not significant; because most of wastewater and solid waste generated in industrial zones have been collected and treated according to regulations. As for emissions, there are still some enterprises where emissions are not up to standard. Currently, there are only 11/64 establishments in the group of subjects that are required to install automatic emission monitoring equipment and transmit data to the Department of Natural Resources and Environment according to the provisions of Decree No. 40/2019/ND-CP of the government, the remaining facilities have not yet implemented.

According to Mrs Duong, in order to reduce air pollution in industrial parks, the Provincial People's Committee has directed the Department of Natural Resources and Environment to issue a document requesting production facilities investing in environmental protection works: misting for humidification, construction investment of waste gas treatment works, automatic monitoring of emissions, cleaning of means of transport. At the same time, the province also encourages production facilities to use clean burning materials for production. However, some units have not strictly implemented it.

Dong Nai Environmental Protection Department will continue to review and request investors of industrial zones to build, upgrade and operate centralized wastewater treatment systems, ensure the rate of 100% industrial wastewater is returned centralized wastewater treatment system. At the same time, require large-scale waste-discharging units to install automatic continuous monitoring systems of wastewater and emissions, and transmit data directly to the Department of Natural Resources and Environment; invest in environmental incidents prevention works according to the provisions of law.

Deputy Head of the Department in charge of the Management Board of Dong Nai Industrial Zones Le Van Danh said that the inspection and supervision of environmental protection activities for infrastructure investors and enterprises is still under the supervision of the Management Board of Dong Nai Industrial Zones coordinates with the Department of Natural Resources and Environment, the Environmental Protection Department of Dong Nai and the local People's Committees to implement. Regarding the next solution, the Management Board of Dong Nai Industrial Zones will improve the appraisal capacity for new investment projects, give priority to investment projects towards green growth and sustainable development; support enterprises to implement projects and solutions to protect the environment. Along with that is organizing a conference to implement the Law on Environmental Protection of 2020 that effectived from January 1, 2022 to businesses.​
