Businesses that do not strictly implement the prevention and control of Covid-19 are requested to suspend operations

At an online conference of the Ministry of Health with 63 provinces and cities in whole the country to guide the prevention and control of the Covid-19 epidemic at workplaces, production and business establishments and industrial parks recently Deputy Minister of Health, in recent times, the Covid-19 epidemic has been very complicated, especially in industrial zones in some northern provinces.


The Ministry of Health has organized to inspect more than 20 provinces and cities with industrial parks and industrial clusters with a large number of workers. The inspection showed that many businesses have not strictly followed the epidemic prevention and control measures under the guidance of the Steering Committee for Disease Prevention and Control at all levels. Some localities have not yet developed or have inadequately developed epidemic prevention plans in industrial zones. Therefore, when there is a case in the enterprise, the units are confused and do not know how to handle appropriately. Many localities have not strictly implemented training on inspection and supervision of epidemic prevention and control at enterprises. Only 30-40% of businesses in 20 provinces and cities have been tested to assess the risk of Covid-19 infection in businesses.

It is necessary to resolutely prevent the outbreak of the disease for provinces that have not yet reported cases to put the goal of protecting the people's health first, realize the dual goal of fighting the epidemic and developing the economy.

To be able to control and stamp out the epidemic effectively, Mr Do Xuan Tuyen asked the Department of Health of the localities and relevant departments and branches to urgently advise the provincial leaders to assign specific tasks to each individual, each level to participate in the prevention of the Covid-19 epidemic. The heads of the localities must take responsibility for the epidemic situation in the areas under their management; be responsible for applying Directive 15 or 16 of the Government on Covid-19 epidemic prevention in enterprises, consolidating Covid-19 prevention and control teams in enterprises.

Localities need to continue to actively apply information technology to make medical declarations. Require all workers in industrial zones to make medical declarations. Strictly implement isolation and management of experts entering from abroad.

In addition, it is necessary to improve the quality of treatment for Covid-19 patients, have a plan to build a field hospital on the old infrastructure or set up a completely new field hospital to ensure the human capacity, facilities and equipment to cope with each level of the epidemic.

Regarding vaccination, in addition to deploying vaccination for priority subjects in Resolution 21 of the Government, it is necessary to immediately vaccinate the workforce working in industrial zones. First of all are workers in Bac Ninh, Bac Giang, high-risk localities to ensure efficient production maintenance. Enterprises in the epidemic area should absolutely pay attention not to exchange workers between businesses. The Health sector shall assume the prime responsibility for coordinating to immediately establish teams specializing in testing and vaccination to deploy vaccination immediately, as quickly as possible to subjects after receiving the vaccine. Vaccination must ensure safety at the highest level, and at the same time have an emergency plan for cases of abnormal reactions after injection.

It is necessary to continue strictly implementing the directions of the Ministry of Health  for provinces and cities that have not yet had Covid-19 cases, especially assessing risks in the workplaces, require workers and business owners to sign a commitment to epidemic prevention and medical declaration. It is requested to suspend operation if any enterprise does not strictly comply and urgently supplement all necessary conditions. In addition, it is necessary to strictly manage workers going to, going through, going from epidemic areas, coming into contact with high-risk people. Organize rapid testing for people involved in providing services to businesses, such as workers providing meals, doing random tests.

Enterprises must immediately develop treatment plans when there is a case in their business, not relying on the local steering committees. Strictly handle cases of non-compliance.

For localities with cases in production facilities but not in the community, it is necessary to urgently trace subjects F1, F2 and immediately make a list of workers related to the case to notify relevant localities for timely handling. When F1 has to go to isolation, tracing each line and each workshop to handle each level of risk.

Localities have had cases in the community but not yet appeared in the factory must perform well isolation, zoning, tracing in the community, strict management of workers, rapid PCR antigen testing for infected people at risk.

For localities  have both community and business cases, in addition to the above measures, it is necessary to implement and strictly manage medical isolation, take samples for testing, collect and treat waste from F1 subjects at the concentrated isolation according to regulations. Enterprises also need to make a plan to screen each workshop, each group of workers, step by step safely put each workshop into operation to realize the dual goals of both epidemic prevention and control and economic development.
