From July 1, the online payment of penalties for road traffic violations has been expanded nationwide. Previously, in mid-March 2020, the Department of Traffic Police (Ministry of Public Security) piloted the payment of fines for traffic violations through the National Public Service Portal in 5 localities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Binh Thuan. However, up to now, most of the violations are not salty but with the form of online payment.
Mr. Nguyen Quang Dat (living in Tam Hoa ward, Bien Hoa city) said that, according to the instructions, after 7 days of receiving the sanction decision, people access the National Public Service Portal to enter the border number. administrative violation, followed by the steps of making payment via banks / payment centers, receiving receipts. The functional forces will base on the receipt of the fine to return the papers to the people by post.
According to Mr. Dat, recently, when the traffic police force made a violation record for running the wrong lane, he agreed to sign a record confirming the fine online. After that, Mr. Dat has proceeded to pay a fine online to the payment center (the application associated with the bank).
“However, when I bring a receipt for paying the fine to the authorities to get back the detained papers, it will not be accepted. The reason, the traffic police can not confirm the collection application is in accordance with the regulations or not? Therefore, I returned to the form of paying fines for traffic violations by post as before ”- Mr. Dat said.
Meanwhile, Mr. Ha Van Tuan (living in Ho Nai 3 commune, Trang Bom district) said that he violated a red light error while driving on a street in Ho Chi Minh City. He was also instructed to pay fines online, but still chose to pay traditional penalties because he did not know how to pay and transact via electronic services.
“If the traffic violator does not have a bank account, they cannot use this service. So when paying the fine to the payment center and then getting the electronic receipt will not work. In addition, I was fined cold so I wanted to go directly to the authorities to review the image, to avoid the camera recording mistakenly to another vehicle. Because of these problems, I still go to the treasury to pay the fine "- Mr. Tuan said.

According to calculations by the Traffic Police Department, on average, each year, functional forces nationwide sanction nearly 5 million cases of traffic violations. If the people proactively provide phone numbers or emails and support the online penalty payment, it will reduce time and save costs in the penalty.

However, up to now, after more than 5 months of implementing the payment of fines for traffic violations through the National Public Service Portal, many traffic offenders have yet to choose this form of fine payment. The method of paying fines is still new and complicated procedures are one of the reasons why very few violators participate.
Regarding this issue, Captain Le Thanh Tai, officer of the Propaganda Team, investigating and solving traffic accidents and handling traffic violations, the Traffic Police Department of the Provincial Police said, because there are no regulations. The plan to force the driver to register a car must give a phone number, so the notification by text message to the offender cannot be done. Many drivers do not know when there is a penalty decision to pay the fine according to regulations.
According to Captain Tai, currently, the unit is continuing to promote propaganda and guidance for people to understand the benefits of online fine payment such as: how to access the National Public Service Portal; how to log into your account; How to pay fines online ... Along with that, the Traffic Police Department also coordinates with the treasury to receive and pay fines right at the unit so that people can do it in the most convenient way. From there, limit the situation of traffic violators having to travel many times.
