Many Preferential Policies for Agriculture and Rural Areas

Over the past 10 years, the Government has issued 11 decrees, 14 decisions of the Prime Minister, and 13 circulars guiding the implementation of supporting policies in the agricultural and rural sectors.

Policies such as agricultural extension, credit, mechanization, production association, etc have been deployed synchronously in Dong Nai, contributing to the restructuring of agriculture for sustainable development.

Synchronous deployment

Over the past time, a series of supportive policies for agriculture and rural areas deployed in the province have brought into full play.

Specifically, the policy of supporting the application of good agricultural practices in agriculture and fisheries up to now has supported 49 businesses, co-operatives in field of farming that have received GAP with a total area 495 hectares. In addition, 277 livestock establishments are supported with VietGAHP certification with a total of 4.7 million chickens and nearly 60,000 pigs. Moreover, the whole province has built 5 disease-free zones with 651 farms recognized to be free from diseases and formed 3 areas of GAHP breeding. Aquaculture also developed 14 farming areas meeting VietGAP standards with an area of over 408 ha.

Science and technology programs support businesses in enhancing their competitiveness, advanced management system application, intellectual property protection in the integration process for 2016-2020 period has also assisted 222 intellectual property registrars, trademarks protection, industrial designs and patents. In which, there are 88 units in the agricultural sector with a total budget of nearly VND 1.7 billion; support was provided to 19 units and 1 cooperative in research, technology transfer and energy saving.

The incentive and linkage support policies on the production and consumption of agricultural products have supported 17 projects on the association and product consumption approved by the Provincial People's Committee with a total area of over 5.3 thousand hectares. In addition, the whole province has 115 chain links on production and consumption of agricultural products of 56 enterprises, preliminary processing and processing establishments with the participation of 33 cooperatives. The localities also pay attention and give priority to investment in infrastructure for production with the construction of 6 intra-field traffic routes with a length of 1.8 km; 3 medium voltage lines, transformer stations, 3 low voltage lines with a total length of more than 10 km of the power system

Regarding the implementation of supporting and preferential policies for agriculture and rural areas at grassroots level, Xuan Loc District People's Committee representative said they have supported 6 projects on production and consumption linking, contributing to changing people's consciousness. Accordingly, many chain links in agricultural production are being replicated in the district even though they have not received support policies. However, according to enterprises and cooperatives, these policies still have a difference when they come into practice. The main difficulties that appear are: confusion in implementation process of localities; slow disbursement of projects, redundant and complicated procedures and documents, etc. This locality proposes the Provincial People's Committee to soon issue documents guiding the implementation of the decisions of the Provincial People's Council in the agricultural and rural support policy; Simplify the program procedures and records to achieve better efficiency when deployed in practice.

Regarding the implementation of preferential policies for agriculture and rural areas at the local level, Vice Chairman of Provincial People's Committee Vo Van Phi requested that preferential policies for agriculture and rural areas should be implemented in the direction of strongly decentralization to localities for more timely implementation along with the inspection and supervision closely to limit negative actions.

PPC Vice Chairman Vo Van Phi emphasized that in the coming time, by the end of the period 2015-2020, many preferential policies and support to agriculture and rural areas have come to an end and there will be changes, so departments and branches need to review and advise the Provincial People's Committee and Provincial People's Council in the promulgation of concretization of central policies, provincial specific policies to support agricultural and rural development. Such consultation requires close coordination between branches and levels in process of building and implementing, ensuring the synchronous implementation of policies; Continuing to innovate the propaganda and implement them regularly and continuously throughout the political system so that farmers and businesses can understand and be more proactive in accessing preferential and support policies.
